Social security unions challenge management over broken agreement

FP-CGIL, CISL-FP and other unions that organise workers in the INPS social security service are mobilising members in protest at the Institute's failure to abide by a return-to-work agreement signed on 3 June. The unions argue that management pushed for reopening all offices on 1 July without taking the agreed health and safety precautions to protect both workers and service users. The unions also say that the Institute has failed to recognise the efforts put in by workers to maintain services while offices were closed to the public. Unions are organising workplace meetings across the service.

Unions challenge performance management system

Public service unions have raised major concerns about the SIADAP performance management system. They reject the use of quotas and call for changes to ensure that workers have a faster and more transparent process of career development. Some unions have launched a campaign and petition calling for a total renegotiation of the system that they argue is bureaucratic and subjective. Others are looking for swift changes to the system and an end to quotas but are angry that the government has stated it will maintain quotas despite having agreed to meet unions to negotiate over SIADAP.

Unions secures reversal of plan to suspend allowances

North Macedonia

The SSM trade union federation has successfully negotiated a reversal of government plans to suspend the payment of allowances to public service workers during April and May. The plan was part of COVID-19 emergency measures and would have applied to a wide range of payments related to length of service, night work, annual and other leave, retirement and severance. The federation welcomed the change, underlining how social dialogue can work even in emergency situations.
