May. 05, 2020 The three main trade union confederations - CGIL, CSIL and UIL - have criticised the government for failing to deliver on the additional resources and support needed for health workers as the country prepares to ease lockdown measures. The unions argue that key provisions in the "Care Italy" act have not been implemented leaving health workers still working long shifts, trying to cope with inadequate hospital capacity and all of this without adequate equipment or proper safety protocols - problems that have persisted for three months. The confederations also raise concerns about the pay and allowances of health workers to cover the mounting overtime and risks associated with dealing with such an infectious disease.
Apr. 24, 2020 The Fp-Cgil public service federation has launched an online support service for health workers on the front line of the fight against COVID-19. Recognising the increased psycho-social risks for care staff working long hours and having to adapt to emergency working arrangements, the union has put together a pool of 40 or so psychologists, psychiatrists and other welfare support workers who are providing their services free for this online service.
Apr. 08, 2020 On 3 April, the main trade union confederations - Cgil, Csil and Uil - signed an agreement with the public service ministry covering the health and safety and working time of civil servants. This follows the 25 March agreement covering the safety of healthcare workers and the 19 March agreement in the waste sector. The agreement covers the role of trade unions, smart working, rules for workers who have to attend workplaces and the health and safety procedures to be followed to protect both workers and members of the public, such as closure of facilities for cleaning where there have been COVID-19 infected workers or members of the public. It also includes rules on using up annual leave and parental leave for those who cannot work, along with extra time off for those already entitled to leave to look after dependants.
Feb. 20, 2020 The public service federations of the CGIL, CISL and UIL confederations have come together to set out their platform of key demands for negotiating the next three-year agreements in local government and health. The unions have underlined the need for urgent action to boost recruitment and reclassify jobs in recognition of the value of the work of public service employees. They are also calling for measures to reduce precarious work, currently affecting some 350,000 workers across the public sector. The unions also want to see improvements to industrial relations in the sector and measures to strengthen collective bargaining at both national and local levels.
Feb. 03, 2020 AIOP, one of the private employer organisations in private health care, angered unions by posing a major threat to continuing negotiations in the sector. The three union federations - FP-CGIL, CISL-FP and UIL-FPL - have been involved in intensive bargaining to try to reach the first new agreement in the sector for 13 years. However, they had to call an emergency meeting with regional health authorities and the ministry of health in order to get the negotiations back on track following an attempt by AIOP to insert a clause that would have enabled it to avoid certain aspects of the agreement on pay.
Jan. 21, 2020 The three public service federations - FP-CGIL, CISL-FP and UIL-FPL – are continuing their intensive negotiations over a new collective agreement covering private healthcare. They managed to make progress on temporary changes in duties and working hours, confirming the 11 hours of daily rest and 14 minutes of dressing time for all those who are required to wear a uniform and maximum period of shift of 12 continuous hours. Further issues under discussion relate to illness and injury and to the central issue of pay with the aim of the unions to achieve comparability with public health.
Dec. 18, 2019 The main public service federations - FP-CGIL, CISL-FP, UIL-FPL and UIL-PA - organised a demonstration in Rome on 12 December as part of a period of agitation to put pressure on the government to guarantee funding for the renegotiation of collective agreements for 2019-2021. EPSU general secretary Jan Willem Goudriaan joined the demonstration. The unions want to ensure there is funding for adequate pay increases and for the introduction of a new job classfication system. They are also calling for an extraordinary recruitment plan to address the urgent staff shortages across many parts of the public service.

Dec. 06, 2019 After a 12-year wait the three unions in private health care - FP CGIL, CISL FP and UIL FPL - are making some progress in negotiating a new collective agreement with the employer organisations - AIOP and ARIS. Meetings at the end of November and beginning of December addressed issues related to weekly rest periods, training leave, disciplinary procedures and criteria for transferring workers to other jobs. Further meetings are planned for 10, 17 and 18 December with a focus on job classification, where there have been major changes over the long period since the last agreement was negotiated.
Nov. 18, 2019 The three main firefighter unions - FP CGIL VVF, FNS CISL and UIL PA VVF - organised a day of protests and strike action on 15 November with a range of demands. They want to see the work of firefighters properly recognised in terms of both pay and social protection. They also want action on health and safety, particularly in relation to the occupational risks and diseases they face. The unions want the government to ensure adequate funding not just for the renewal of the collective agreement but also to boost recruitment. Further action was planned for 21 November.
Nov. 05, 2019 The leadership of the Fp Cgil, Cisl Fp, Uil Fpl and Uil Pa public service federations held a joint meeting on 30 October to discuss their main proposals for renewal of public administration. They welcomed the willingness of the new government to engage in dialogue but underlined the need to invest the necessary resources. The key demands focus on the renewal of collective agreements, an urgent plan to recruit new workers, measures to reduce precarious employment and the implementation of a new job classification system. The unions stressed that the government needed to adjust the budget to address these issues.
