Solidariteitsboodschap voor de actie van de Belgische vakbonden in de gezondheidszorg en sociale dienstverlening
Beste collega’s,
EPSU/Het comité zorg van EPSU, de Europese vakbondsfederatie die spreekt voor mensen die werken in de zorg en socio-culturele sector (publiek, non/social profit en privé) stuurt deze solidariteitsboodschap aan de Belgische bonden en hun leden die zich mobiliseren voor de nationale demonstratie op 21 Maart in Brussel. De vakbonden hebben opgeroepen tot deze actie om druk uit te oefenen op de regering en werkgevers om de grote problemen in de non/social profit sector aan te pakken. De zorgsector (ziekenhuizen, rusthuizen, kinderopvang, socio-cultureel werk, etc.) is ernstig onderbezet. Werknemers en werkneemsters hebben te maken met een excessieve werklast en werkdruk wat tot stress leidt. En ze werken in een situatie met slechte lonen en arbeidsomstandigheden. De uitdaging voor de Belgische bonden is dezelfde als voor zoveel bonden in Europa. Veel werknemers en werkneemsters en hun bonden vechten om de bezuinigingspolitiek te beëindigen en om te buigen. Deze politiek heeft geleid tot besparingen in de dienstverlening en de zorg en in veel gevallen ook tot een blokkering van collectief overleg en onderhandelingen.
EPSU verwacht dat de actie op 21 Maart momentum zal geven aan de onderhandelingen om te komen tot een nieuw meer-jaren akkoord dat gericht zal zijn op meer banen, een betere verhouding tussen werk en privéleven, en een verbetering van de loon- en arbeidsomstandigheden. Besparingen hebben de publieke diensten onder druk gezet. Een nieuwe CAO is dringend nodig om de kwaliteit van werk te verbeteren en om de kwaliteit van de dienstverlening aan de miljoenen patiënten en gebruikers van de non/social profit sector te waarborgen. Het akkoord moet duidelijk maken dat de werkgevers bereid zijn ervoor te zorgen dat werknemers en werkneemsters in goede gezondheid met pensioen kunnen gaan via maatregelen die een kortere werkweek mogelijk maken.
EPSU steunt de eisen van de Belgische bonden. EPSU steunt ook de campagne van het EVV, het Europees Verbond van Vakverenigingen, voor meer loon in heel Europa. Er bestaat geen twijfel dat de werknemers en werkneemsters in deze essentiële sectoren recht hebben op meer salaris als blijk van erkenning voor hun harde, zware werk en hun toewijding aan de zorg voor patiënten en gebruikers.

Message de solidarité pour l'action des syndicats belges de la santé et des services sociaux
Cher(e)s collègues,
EPSU et le Comité permanent de la FSESP sur la santé et les services sociaux envoie un message de solidarité aux syndicats belges qui se mobilisent pour la manifestation nationale à Bruxelles le 21 mars. Les syndicats ont lancé cette action pour faire pression sur le gouvernement et les employeurs afin qu’ils affrontent les problèmes majeurs du secteur social et non-marchand, qui comprend la santé et les services sociaux. Ces services souffrent d'une insuffisance de personnel avec des employés confrontés à des charges de travail excessives et du stress tout en supportant de mauvaises conditions de salaire et de travail. Le défi pour les syndicats belges est le même que pour de nombreux affiliés de la FSESP en Europe, dont beaucoup se battent encore pour mettre fin aux politiques d'austérité et les inverser, politiques qui ont entraîné des coupes dans les services publics et qui ont souvent bloqué la négociation collective.
La FSESP souhaite que l'action du 21 mars contribue à dynamiser les négociations en vue d'obtenir un nouvel accord pluriannuel prévoyant plus d'emplois, un meilleur équilibre entre vie professionnelle et vie privée et une amélioration des salaires et des conditions. L'austérité a entraîné une pression considérable sur les services publics et une nouvelle convention collective est nécessaire pour améliorer la qualité de l'emploi et assurer la qualité des services aux millions de patients et autres clients dépendants du secteur non-marchand. L'accord devrait confirmer l'engagement des employeurs à faire en sorte que les travailleurs puissent prendre leur retraite en bonne santé grâce aux mesures de réduction du temps de travail.
La FSESP soutient la campagne de la Confédération Européenne des Syndicats pour une augmentation de salaire pour tous les travailleurs en Europe ; il ne fait aucun doute que les travailleurs du secteur non-marchand ont eux aussi besoin d'une augmentation de salaire comme reconnaissance de leur travail essentiel et de leur dévouement.

Message of solidarity for the action by Belgian health and social service unions
EPSU/The EPSU Health and Social Services Standing Committee sends its solidarity greeting to the Belgian unions mobilising for the national demonstration in Brussels on 21 March. The unions have called this action to put pressure on the government and employers to tackle major problems in the non profit/ social profit sector that includes health and social services. These services are badly understaffed with employees facing excessive workloads and stress at the same time as putting up with poor pay and working conditions. The challenge for the Belgian unions is the same as for many EPSU affiliates across Europe many of whom are still fighting to end and reverse austerity policies that have lead to cuts in services and which often blocked collective bargaining.
EPSU expects that the action on 21 March will help give momentum to the negotiations to secure a new multi-year agreement that includes provisions for more jobs, better work-life balance and improved pay and conditions. Austerity has lead to considerable pressure on public services and a new collective agreement is badly needed to improve the quality of employment and ensure the quality of services to the millions of patients and other clients reliant on the non-profit sector. The agreement should confirm the commitment of employers to make sure workers can retire in good health through the reduced working time measures.
EPSU is supporting the European Trade Union Confederation’s campaign for a pay rise for workers across Europe and there is no doubt that the workers in this essential sector need a pay rise to recognise their hard work and dedication.
