The EIRO industrial relations observatory has published its annual review of pay developments across Europe. At a cross-sector level EIRO indicates that trends in nominal pay are slightly down although with inflation also on a downward path this has meant some very slight improvements in real wages. In contrast, the survey's focus on the civil service found 15 countries were there was a continuing pay freeze, one more than recorded last year.

Union survey reveals impact of health recruitment freeze
A survey of health and social services in the Mid West of the country has found around 200 posts unfilled as a result of the Health Service Executive's recruitment freeze. The survey by the IMPACT trade union shows the wide range of services being hit - including primary care, disability services, mental health and care for the elderly. In the biggest vote ever for industrial action 85% of IMPACT members voting supported industrial action over the freeze. Survey reveals regional differences in public sector pay
Doctors and teachers in Finland benefit from special pay rates to attract them to areas in the north of the country as a way of tackling labour shortages. The survey by the official Finnish statistics agency found that teachers can get 15% more in the north than in the south while doctors' salaries can vary by as much as €800 a month between north and south. Referendum reveals massive majority against pay freeze
Municipal workers voted overwhelmingly against a two-year pay freeze in a referendum organised by the trade unions. The VNG employers’ organisation rejected the result. It argued that there was only an 18% turnout and assumed that those who didn’t vote supported the pay freeze. The unions pointed out that the turnout would have been higher had the employers not refused to facilitate the referendum.
