On November 27, the Social Dialogue Committee of Local and Regional Governments met in Brussels to discuss the past mandate and to adopt the new work programme for the next three years (2020 – 2022).
The Social Dialogue Committee aims at strengthening its capacity at national and international level, by bringing together employers (CEMR) and trade unions (EPSU) on issues of common interest, and at the same time is responsive to the developments of the European policy and agenda. In the draft and discussion of the programme, a great importance was given to the Sustainable Development Goals (especially goals 4, 5, 8, 10, 11, 16) in a transversal approach, as well as the objectives of the Agenda 2030.
The work programme is articulated around three pillars:
- Future of work: which addresses three areas, namely digitalisation (in collaboration with Eurofound’s latest project on the European Working Conditions Survey, and at the same time keeping an eye on the transposition of the GDPR article 88); the implementation of the European Pillar of Social Rights and its outputs; non-standard forms of work, also in liaison with Eurofound.
- Future of LRGs and Economic Governance: a strong connection will the European Semester will be maintained, especially following the CEMR-EPSU joint project “Localising the European Semester” (2018-2020). For what concern gender equality, the Committee will continue its fight against the gender pay gap, which will include a reflection over the gender digital gap.
- Capacity building: by 2022, the Committee aims at concluding the Social Dialogue project “European Dialogue, Local Solutions” submitted to the European Commission. To empower its members and develop the sectoral social dialogue, the Committee wants to organise a seminar on legal updates on anti-discrimination and celebration actions for the 10 years anniversary from the signature of the Third-Party Violence Guidelines (2020)
