In advance of the third round of pay negotiations, a series of warning strikes by employees of the Red Cross have been taking place across the country to show the level of support for a decent pay rise. Public services union ver.di is calling for a pay rise of 7.5% with a minimum increase of EUR 200 a month. So far the employers have only offered a EUR 220 lump sum payment and a 2.4% increase this year with a further rise of 2.2% in July 2019. (June 2017) Public services union ver.di has called on the minister for youth and families to launch a major national initiative to extend and improve training for childcare workers. The union argues that this is needed to ensure that enough well-trained staff are available to cope with the planned increase of 100000 kindergarten places. The union also wants to see national action in relation to staffing levels to address the problem that the availability and quality of early years education can vary significantly from region to region.

The ver.di services union is arguing that a sector pay agreement is needed to cover workers involved in childcare, youth and family work and care for the disabled. It says that the problem faced by the sector is that many welfare-based and private providers fail to pay decent wages with some pay rates as much as a third less than those that apply in the public sector agreements. After three days of negotiations in the third round of bargaining, services union ver.di emerged with a significant pay increase for regional government workers and in particular workers in health and social care. The basic deal means increases of 3.2% from 1 January 2019 (minimum EUR 100 a month) and again on 1 January 2020 (minimum EUR 90). After three days of bargaining the ver.di services union has negotiated an agreement with the VKA municipal employers that goes some way to address the undervaluation and overwork of staff in social and educational services. It says that 10 years after the legal right to childcare from the age of one came into force, there is a shortage of childcare places. The public services union ver.di has published early results of a major study of workers in social services that reveals the high risks of burnout and exhaustion faced by many workers in the sector. The survey covers more than 8,200 employees in childcare, disability assistance, youth welfare offices and other areas of social work. It found that since the pandemic many employees often skip the legally required rest breaks and 40% stated that they regularly work three or more hours overtime a week as well.
