The SDE energy trade union has raised concerns about the capacity of the energy sector to cope with the green transition. The union highlights slow wage growth in the sector, which is adding to the major challenges in recruiting new staff and the lengthy training required to ensure they have the specific skills needed. The SDE is also worried that existing staff are leaving the energy sector and seeking employment in better-paid positions in other industries. The union points out that a lack of skilled staff will make it difficult to successfully upgrade energy facilities. It has also raised

Public sector unions, including those in the PSSJS confederation, were set to organise a national rally in Ljubljana on 7 December to push for government action on a range of key pay and conditions issues. The unions want the government to commit to implementation of wage indexation in 2024 and completion of the reform of the public sector wage system by 30 June 2026. They are also calling for the elimination of wage discrepancies across different parts of the public sector which should ensure that large parts of the public sector get the level of wage increases already agreed for some groups

Over the past month the SDE energy workers’ union has submitted a proposal for extraordinary salary increase in the energy sector and has been lobbying on the draft of the law on energy policy, provisions of which could limit the right to strike. The union is also still active in providing support to energy workers that were affected by major floods in Slovenia in August. The solidarity fund initiated by the SDE has received wide support both nationally and internationally.

The SPGS firefighters’ union organised a rally on 16 February in protest at proposed changes to the public sector pay system that would adversely affect its members. A significant compression of the pay structure would leave firefighters in the bottom tenth of the grades rather than the top third as now. There are also concerns about the suspension of promotion and performance bonuses. The SPGS argues that firefighters are not being treated on an equal basis in relation to other, comparable jobs or professional groups.

The ZSVS health union reports that an agreement covering public sector pay and other benefits for 2022 and 2023 was signed by the majority of unions on 13 October. Pay rises range between 4.5% and 8.5% and there are increases to compensation for annual leave and food allowances. As part of the agreement, the government undertakes to adopt systemic changes to the wage system by 30 June 2023, addressing issues relating to the wage gap in the lower third of the pay scale and the minimum wage. The SZSVS health union reports that a new agreement covering the public sector is close to being finalised with a 4.5% pay increase due from 1 October this year. There will also be increases to the lunch allowances and some starting salaries will be moved up one pay bracket from April 2023. There will also be additional compensation ranging from €100 to €300 for the lower paid. However, several matters affecting different pay categories of health workers, that prompted a strike earlier this year, remain unresolved and firefighters are also concerned to see some occupations move up the pay

The KESK public sector confederation has rejected the offer made by the government for public sector wide pay increases in 2022 and 2023. The Ministry of Labour offered increases of 5% and 6% in 2022 and two increases of 6% in 2023 with further adjustments for inflation. However, KESK has already highlighted the extent to which public sector pay has fallen behind inflation (currently over 17%) and it also questions whether the official inflation figure really reflects living costs for most workers. The SKVNS trade union has signed a new collective agreement in the municipal sector that will deliver a 5% pay increase, reimbursement of travel-to-work costs on public transport, 100% allowance for work on holidays and extra time off for parents. Meanwhile the SPGS firefighters’ union is planning a 48-hour strike on 30 June in protest at the government’s failure to engage in any proper social dialogue over a period of more than 14 months. The union wants to negotiate a collective agreement but also wants a guarantee that the government will also implement existing commitments.

The Hizmet-Is public service union has been running a major campaign for the reinstatement of 97 workers sacked by the mayor of the Bolu municipality in North West Turkey. No reasons were given for the sackings and the workers have been protesting for over 110 days and even marched the 200 km to Ankara in protest. EPSU has sent a letter of protest to the mayor asking for the workers to be reinstated. Local government workers employed by the Aliağa Municipality in Izmir are being sacked without justification and the newly elected mayor is also forcing workers to resign from their union, Genel-İş, and to join another one. The number of dismissals reached 187 on July 24 and workers have been picketing since the 20 May, demanding reinstatement and respect for trade union rights and freedoms. Online support is being coordinated by the Labourstart campaigning organisation and promoted by EPSU and PSI.

The Health and Social Welfare Union is the latest public sector union to commit to joining the national strike on 4 December and it has called on other unions in the health sector to support the action. The unions are waiting for a commitment from the government to negotiate over the public sector pay structure and measures to address cuts in pay. The unions want to see implementation of an agreement earlier this year to reverse an 8% cut in pay grades and some specific measures covering education workers. In particular, the unions want to maintain the public sector-wide pay structure.

On 3 October unions in the DISK and KESK confederations organised a half-day work stoppage in the city of Izmir in western Turkey. The strike called for the reinstatement of workers who have been arbitrarily dismissed by the government in its continuing indiscriminate actions following the attempted coup in 2016. The unions also called for an increase in the minimum wage and for municipal workers to be treated the same as civil servants in relation to the government's recent legislation to end outsourcing.

Public service workers took strike action on 24 January calling for a pay rise. Pay was cut by 8% in 2012 and has been frozen since then despite growth in the economy, The unions are also calling for the single public sector pay structure to be maintained as a fair way of setting pay across the public services.The strike was supported by nearly 20 unions covering a broad range of workers including health and social services, defence, justice, fire services, education, research and other parts of government.

The government has passed a decree that effectively ends outsourcing in central and local government. Outsourced workers in central government will be directly employed by the central government institutions while those in local authorities will be transferred to local authority-owned companies, rather than directly to the local authorities. The changes have been welcomed by trade unions although some have expressed concern about the difference in rights and pay and conditions for those in local authority companies and about the fact that the changes were implemented by decree with no
