The four main public service unions - FP-CGIL, CISL-FP, UIL-PA and UIL-FPL - have together launched a major campaign and petition calling for action to improve public services and deliver better employment conditions. The four unions have drawn up a document with 11 key proposals that cover calls for increased public investment; substantial recruitment of new workers and improved training provision; better union representation; finalising outstanding collective agreements for the 2016-2018 period and ensuring resources for the next round of agreements for 2019-21; bringing back privatised

Trade unions representing workers in the electricity, gas and water sectors organised a day of strike action on 17 December. The unions are concerned that changes to procurement rules will lead to more outsourcing and so threaten jobs, pay and conditions and the quality of services. Meanwhile, unions organising in the private health sector began a series of regional actions with a strike in Lazio on 14 December as part of a campaign to secure a new sector agreement covering 150000 workers. It is 12 years since the last agreement was negotiated.

The CGIL, CSIL and UIL federations representing doctors, vets and hospital managers organised a national demonstration on 17 January to highlight the 10-year freeze on collective bargaining in the only public sector agreement that has not been renewed. The unions also complain of excessive working time and massive shortages of staff and now a change in the budget law that effectively blocks renegotiation of the collective agreement. The unions are planning a 24-hour strike on 25 January and further action in February.

The three health federations - FP CGIL, CISL FP and UIL FPL - have said they will mobilise workers and the community to prevent the threatened outsourcing of nursing and auxiliary jobs at the Umberto I university hospital in Rome. The federations have strongly condemned the proposal that could affect 700 workers, including nurses who work in intensive care and specialist departments most of whom have been at the hospital for many years. Public services federations in CGIL, CSIL and UIL, representing also workers in third sector social services have negotiated a new agreement with the ANFFAS organisation that represents employers providing disability services. The agreement includes several new features - strengthening trade union relations, improving rules on working hours and sickness, extension of the right to training, improvements to parental leave and work-life balance and measures to restrict flexibility such as a limit on fixed-term contracts. The public service federations - Fp Cgil, Cisl Fp and Uil Fpl - have signed a new three-year agreement with the Red Cross, running until 2022. The overall pay increase will be around 4.5%, with the increases of €23,56, implemented on 1.12.2020, 1.12.2021 and 1.9.22. Fourteen years after the last agreement expired and with a national strike threatened for 12 June, the three public service federations – Fp Cgil, Cisl Fp and Uil Fpl – finally pressured the employers – Aris and Aiop – to sign a new deal covering around 100,000 workers in private healthcare.
