Negotiations on a new agreement covering the state sector were concluded on Sunday 11 February with employees set to get a 7.4% pay increase over two years that should deliver a real increase of 2.5%. The first increase will be for 5.9% on 1 April 2024 with a further 1.3% due on 1 April 2025 and 0.2% on 1 November 2025. Public sector unions have welcomed the outcome of negotiations with the employers and government which have delivered a package of pay-related measures backed with DKK 6.8 billion (€910 million) of funding. A number of different groups of workers across the public sector will benefit, particularly those affected by major staff shortages. A number of public service trade unions are involved in negotiations with employers and the government to address pay inequality and staff shortages. In September the government set out proposals to provide DKK 3 billion (€400 million) to cover higher pay for social workers, nurses and workers in early years education and care. The KESK public services confederation argues that this month’s negotiations on public sector pay and conditions have failed to deliver any significant improvements. On the central issue of pay there is no agreement at all and the issue is now in arbitration. Last month the Wage Structure Committee produce a detailed report on pay in the public services as a basis of a tripartite discussion that is due to begin in the autumn and that will have an impact on negotiations of the next three-year collective agreements in the public sector that will run from April 2024. The committee, with trade union participation, was set up in 2021 as a first step in trying to address the persistent problem of pay inequality across the public services and the major staff shortages across many occupations. On 27 August the KESK public services confederation organised a national strike in protest at the collective agreement signed by the government and the Memur Sen trade union. KESK has a range of key demands which the agreement fails to address and is angry that it was shut out of the negotiations. The confederation argues that the pay rises foreseen in the agreement are inadequate to ensure protection against inflation and it doesn’t include any measures to deal with employment security, workplace democracy or the right to proper collective bargaining. The KESK public sector confederation has rejected the offer made by the government for public sector wide pay increases in 2022 and 2023. The Ministry of Labour offered increases of 5% and 6% in 2022 and two increases of 6% in 2023 with further adjustments for inflation. However, KESK has already highlighted the extent to which public sector pay has fallen behind inflation (currently over 17%) and it also questions whether the official inflation figure really reflects living costs for most workers. Public sector workers will be covered by two new three-year agreements running from 1 April to the end of March 2024. The agreements covering municipal and state sector workers both have an overall value of 6.75% of the pay bill over the three years but the amounts are distributed differently. In the municipal agreement there will be a 5.02% general increase but there will be additional amounts allocated to address low pay, equal pay, recruitment and organisational issues, taking the overall increase to 5.94%. Civil servants this year will see pay rise by 8% for the first six months with a further 4% for the second six months. Workers on less than TL 3500 (EUR 555) a month will get an additional TL 150 (EUR 25). Not all public sector trade unions are happy with the outcome as inflation is currently running at 16.7%. Pay in 2020 is set to increase in two instalments of 3%, although this could be increased if inflation is higher.

A major conflict across the public sector was avoided as trade unions negotiated new agreements covering state, local and regional government workers. Some elements of the agreements are the same with an overall package worth 8.1% over three years. This figure includes a basic increase for all workers but also elements directly specifically at low paid workers and jobs predominantly done by women. The mediator in the public sector pay dispute has extended the official period of mediation. Unless she decides to end the mediation early then this means that the unions cannot take any strike action until 6 May and employers cannot impose their threatened lockout until 12 May. In the meantime unions are still mobilising their activists and public services union FOA organised a meeting of 2000 worker representatives which reaffirmed their determination to push for a real wage increase as well as special measures to address low pay and pay in occupations dominated by women.

Public sector unions brought together over 10000 shop stewards to debate the way forward in the current conflict over pay and conditions. When the employers failed to come up with an offer on pay, negotiations broke down and a mediator was called in. The unions announced that strike action would take place on 4 April if mediation didn't work. The action would be targeted and involve only 10%-15% of public sector workers. In response, the employers said that they would implement a massive lockout on 14 April covering 90% of state workers and 50% of municipal workers. Mediation is continuing
