Bringing services back in-house
EPSU has consistently argued in favour of direct provision of public services to guarantee the quality of services and the quality of employment for workers delivering those services. Under the heading of remunicipalisation EPSU supports and promotes any initiatives to bring services back in-house where they have been privatised along with moves to have new services run by municipalities and other public authorities. EPSU is part of a network, coordinated by the Transnational Institute that has published research highlighting recent trends in remunicipalisation and insourcing.
Thirty-six representatives of EPSU affiliates from 17 countries took part in an online working group on 12 January to discuss the European Commission’s draft directive on adequate minimum wages. This was the third working group meeting following the launch of the Commission’s initiative in January 2020.
A new report by the Eurofound research organisation examines the long-term care sector and the challenges of low pay and difficult working conditions faced by workers, 80% of whom are women. The report indicates that there is good collective bargaining coverage in some countries, but this is often mainly in the public sector with low coverage in the private, for-profit sector and particularly low coverage of home care staff. Together with 90 other organisations EPSU highlighted the conflict of interest in the awarding of a public policy contract to BlackRock Investment Management in April this year.
Over 30 representatives from 14 countries met online last week (18 June) to debate how to bring public services back in-house. The meeting was part of a project involving EPSU and being coordinated by the trade union-backed Syndex consultancy.
