Health union tackles ambulance restructuring problems
The LVSADA health union has managed to negotiate an agreement to tackle problems arising from a restructuring of the ambulance service. A reduction of night shifts meant an increase in waiting times particularly in the Latgale, Vidzeme and Zemgale regions, creating problems for staff and difficulties for patients. The union formally announced a dispute with the ambulance service management, highlighting the constitutional commitment to emergency medical care as a human right. However, it was possible to resolve the situation before the union took any action.
Water workers plan action if key demands not met
Workers at the Aguas de Portugal (AdP) water company are considering strike action if a number of key demands are not met. Apart from improvements in pay and career development, the workers want to see a progressive reduction in working hours and measures to address the fact that restructuring of the company has lead to many workers being on different rates of pay despite having the same length of service and responsibilities. Unions mobilised on the 27 March to put pressure on management which has so far failed to address these issues.
Prison unions warn of strike action if key demands not addressed
The three main trade unions in the prisons sector - FSC-CCOO, FeSP-UGT and ACAIP - organised a 12-hour protest outside the head office of the prison service on 11 April. Over 200 trade unionists joined the demonstration, chaining themselves together. The unions are calling for proper negotiations to resolve some major problems in the sector including: massive staff shortages with 3200 vacant posts; the ageing workforce; privatisation; increasing violence and discrepancies in pay between the same jobs in different institutions.
Union analysis raises concerns about temporary contracts
The FSC-CCOO federation has analysed new data on public sector employment and found a worrying increase in temporary contracts. While over 58000 new workers have been taken on, more than 87% of these are on fixed-term contracts and this has taken the overall percentage of temporay contracts across the public administration from 22.9% to 24.1%. The data also shows an increase in the average age across the public administration with 43.1% now 50 or over.
Public service federations launch campaign for jobs
The FeSP-UGT and CCOO federations in the public sector have come together to launch a campaign to get the government to negotiate over employment in the public sector and to adjust the budget for 2018 to begin to tackle the staffing crisis. The unions point out that not only have 350000 public sector jobs been cut since 2010 but the problem is being compounded by an ageing workforce. Health federations will mobilise to block outsourcing
The three health federations - FP CGIL, CISL FP and UIL FPL - have said they will mobilise workers and the community to prevent the threatened outsourcing of nursing and auxiliary jobs at the Umberto I university hospital in Rome. The federations have strongly condemned the proposal that could affect 700 workers, including nurses who work in intensive care and specialist departments most of whom have been at the hospital for many years. Unions mobilise over pay, jobs and lost rights
The public service federations of the CCOO and UGT confederations organised a joint mobilisation of public administration workers on 29 November as part of their campaign for increased pay, more jobs and a return of rights lost during austerity. This followed a public-sector wide demonstration on 24 November with plans for further action on 14 December. The unions argue that services are under threat as 14% of jobs have been cut and reduced recruitment has created an ageing workforce where half are over 50. Generation pact features in care provider's collective agreement
The FNV trade union has negotiated a new collective agreement with Fokus, a provider of care for people with disabilities, with 2400 employees. The one-year deal includes a 2.8% pay increase from 1 January and special provisions for older workers to reduce their hours. Those within four years of pensions age can reduce their hours by 20% with a pay reduction of only 10% and the employer will ensure their pension contributions remain at the previous level. Unions strike over job cuts
(July 2017) Four unions at the Veolia water company took strike action on 3 July in a protest at the company's announcement of a plan for job cuts. The unions have called for negotiation of a proper plan for training and retraining and have rejected compulory redundancies with a call to defend local jobs. The unions involved in include the CGT, FO, CFE-CGC, CFTC and UNSA.
Unions celebrate two more victories in the courts
After the recent success of public service union UNISON in getting the courts to end the government's policy to charge workers for the right to take employment tribunal cases, UNISON and the PCS civil service union have celebrated two further court victories. UNISON's second success came in another landmark case that will effectively require employers to consult over workplace restructuring such as redundancies. The PCS victory was in a judicial review of government cuts to the civil service pension scheme which the government now has to withdraw.
Union secures wide-ranging agreement with energy company
After lengthy negotations, services union ver.di has endorsed a new agreement with the Uniper energy company that it will put to its members over the coming weeks. Key elements of the deal are commitments to no compulsory redundancies and to an early retirement scheme, seen by ver.di as important for the company's coal-powered operations that will face restructuring. This part of the agreement will run to 2022 while the long-term pay deal will run to 2024. The union prevented the company from cutting bonuses like Christmas pay but performance pay will be ended.
