The SINTAP trade union has reached an agreement with Águas de Portugal water company that applies to the union’s members and delivers a 3% increase, with a minimum of €53, an increase in the food allowance to €7.60, as well as establishing an entry salary in the company of €905. Members of the STAL local government union are mobilising for a busy end to the year with a series of actions to push for improved pay and conditions. In Coimbra there is a long-running strike related to special payments for workers in municipal swimming pools while transport workers are demanding decent facilities for drivers and are on strike on 14-15 December. Municipal workers in Almada will mobilise on 21 December over pay and the cost of living while waste workers take action on 22, 23 and 26 December in Oeiras against unilateral changes to shifts and working time. Both the SINTAP and STAL unions have expressed discontent with the pay increase on offer for public service workers in 2024. The overall wage bill will rise by over 5% with increases ranging from 3% to over 6% depending on position in the pay scale. The two unions argue that this level of increase will not compensate for the recent loss of purchasing power because of higher inflation. STAL estimates a 5.1% fall in real terms in 2022-23 alone. The STAL trade union is mobilising members in three separate disputes involving workers in parks and gardens, waste and municipalities. A four-day strike began on 3 August at the publicly-owned PSML company that maintains major buildings, parks and gardens in Sintra. The dispute is over a range of issues including deregulation of work schedules, integration into the pay system and allowances for employees who work in remote areas. Trade unions, including STAL and SINTAP, are calling on the government to make further changes to proposals on pay and career development for public sector IT workers. In response to earlier union demands the government make some improvements to elements of pay, particularly for IT workers coordinating projects. However, the unions say that these don’t go far enough nor is there adequate provision for IT workers to protect their pay when faced with career change. Members of the STAL trade union working in the waste sector have been taking action over pay, collective bargaining rights and precarious employment. The workers at FCC Environment were set to strike on 7-11 April while those employed by ERSUC were due to take action on 10-11 April. Action over pay was also planned for 6-9 April by STAL members employed by the PSML company that maintains the Parque de Sintra site. The SINTAP union is planning strike action on 6 April in the government’s Infraestruturas company that deals with road and rail building and maintenance. This follows two days of action on 28 February and 2 March and the failure of the company to respond to the union’s demands on pay, purchasing power, collective bargaining and staff shortages. SINTAP is also planning 12 days’ of strikes and a one-month overtime ban at the Fernando Fonseca hospital in protest at management’s failure to implement the collective agreement signed in 2018.

Nurses in Portugal have been involved in strike action in both private and public sectors. The SEP trade union organised a one-day strike on 16 March over pay, hours and other conditions in the private sector and it joined a larger strike across public services on 17 March with similar demands and involving other public service trade unions, including STAL.

The SEP nurses’ union has called for a day of strike action on 16 March in the private hospitals that are part of the APHP employers’ organisation. The main demands include a 35-hour week for all, a pay increase of 10% and similar increases on allowances, 25 days’ paid leave a year, improved unsocial hours payments and a higher meal allowance. Public sector unions in the Frente Comum are also continuing their campaign for better pay with a strike in public administration on 17 March and national demonstration on the 18th.

The STAL trade union and other federations in the CGPT-IN confederation took part in strikes and protests on 9 February in support of their claims for increased pay and other improvements to working conditions. For STAL this was part of series of actions in the first half of February. The SEP nurses organisation also joined the action on the 9th which fell in the middle of a series of strikes being carried out by the union to support its demands for improvements to career development in the health service.

Members of the STAL trade union employed by two waste companies – the private FCC Environment and municipally-owned RdN – took strike action between Christmas and the new year. Workers in both companies are seeking a 10% pay rise with a minimum monthly increase of €100 and minimum wage of €850 a month. In addition, the main claim at RdN is for all workers on temporary contracts to be made permanent.

Picketing and strike action by the Dev Sağlık-İş trade union, with support from EPSU and PSI, helped address bullying, harassment and anti-trade union behaviour by management at the Koç University Hospital in Istanbul. Although the dismissed union members were not reinstated, the employer paid increased compensation in recognition of the discriminatory action against union officials. The union also secured the dismissal of the manager responsible for the bullying, the end to harassment and withdrawal of false accusations against union members. Both PSI and EPSU sent protest letters.

The STAL trade union is pleased at the high turnout of workers for the strike action on 13 December in the AdP water company and the two-day action on 9-10 December in the Tratolixo company that provides services to the municipalities of Cascais, Mafra, Oeiras and Sintra. At AdP the union is calling for a €120-a-month increase for all workers and a minimum wage of €900 a month in the face of the employer’s offer of an increase of only 1.2%. At Tratolixo the main demand is for a €100-a-month increase. In both cases the union is pushing for proper negotiations and implementation of a collective

Following their industrial action at the end of June, the STAL and FIEQUIMETAL trade unions have called a 24-hour strike across the AdP water company in response to an inadequate 1.2% general pay offer from the employer. This would be the only pay rise since 2009 apart from a €20 increase in 2018. The unions are calling for an €120 increase on monthly salaries and a minimum wage of €900. They have a range of other demands including full and effective implementation of the collective agreement, setting up of a new career system, payment of an allowance to cover difficult and dangerous jobs
