The SINTAP trade union has reached an agreement with Águas de Portugal water company that applies to the union’s members and delivers a 3% increase, with a minimum of €53, an increase in the food allowance to €7.60, as well as establishing an entry salary in the company of €905. Workers with more than 10 years’ service get further improvements. Meanwhile, the STAL trade union has been active in the waste sector where it has been involved in protest and industrial action to secure better pay and conditions for workers in the FCC and Resinorte companies. On 21 September the ADEDY civil service confederation organised national strike action in protest at labour law changes that were due to be discussed in parliament that day. The changes target the public sector and include relaxations in working time rules that could see civil servants working up to 13 hours a day/78 per week. The changes would mark the end of the five-day week, allow for highly precarious contracts as well as stricter rules on strikes.

Nurses in Portugal have been involved in strike action in both private and public sectors. The SEP trade union organised a one-day strike on 16 March over pay, hours and other conditions in the private sector and it joined a larger strike across public services on 17 March with similar demands and involving other public service trade unions, including STAL.

The SEP nurses’ union has called for a day of strike action on 16 March in the private hospitals that are part of the APHP employers’ organisation. The main demands include a 35-hour week for all, a pay increase of 10% and similar increases on allowances, 25 days’ paid leave a year, improved unsocial hours payments and a higher meal allowance. Public sector unions in the Frente Comum are also continuing their campaign for better pay with a strike in public administration on 17 March and national demonstration on the 18th.

The SINTAP public service trade union has negotiated a new collective agreement with the Inova company that provides waste, water and other municipal services in Cantanhede in the Coimbra district. The union highlights in particular the progressive reduction of working hours in 2022 and 2023 to 35 a week; changes to the timing of night work; additional holiday entitlement – an extra day for each 10 years of service and general increase in annual leave to 25 by 2023. The ADEDY and GSEE public and private sector trade union confederations have continued their campaign to stop major changes to labour legislation. They are concerned that plans to deregulate the labour market will put the eight-hour day at risk and other measures will weaken the labour inspectorate. ADEDY reported high levels of support for its 24-hour strike on 16 June following earlier 24-hour action on 10 June. The GSEE followed up its 24-hour strike on 10 June with a four-hour action on the 16th.

The GSEE and ADEDY private and public sector trade union confederations organised a 24-hour general strike on 10 June in protest at draft legislation on labour law changes. The confederations are particularly concerned that the new law will allow individual worker contracts that will undermine the eight-hour day and increase overtime. They are also protesting over further attacks on the right to strike and the weakening of the labour inspectorate. EPSU sent a solidarity message. The OSYE prison services union took six days of strike action at the end of February and beginning of March over key demands on safety and staffing. The union is particularly concerned about staff on long working hours and the massive backlog of rest days and holidays that are owed to workers who have done extra shifts to compensate for understaffing. The SEP nurses’ union took part in a week of action (7-11 December) coordinated by the CGTP trade union confederation. For the SEP the key issues are precarious employment, recruitment and working time. The union wants to see all nurses on precarious contracts switched to permanent employment and argues that all nurses, regardless of contract, should accumulate points for their career progression. The SEP is also calling for increased recruitment, an end to 12-hour shifts and action to ensure a 35-hour week. Meanwhile, workers employed by the EGF waste company handed in a petition to the

ADEDY, the public service confederation, has called a 24-hour strike on 15 October. It has a wide range of demands starting with calls for increased funding for healthcare, filling vacancies and taking appropriate anti-COVID 19 action with provision of personal protective equipment and extension and increase in allowances for dangerous and unhealthy work. ADEDY also wants to see action across the public services to tackle staff shortages and recruit more workers on permanent contracts and to stop privatisation.
