The vida and GPA trade unions representing workers in non-profit care and other services have negotiated a new collective agreement with the Caritas group of religious organisations. The agreement applies to 41 organisations employing 17,700 workers, delivering a range of services such as disability care, education, support for the homeless and those in poverty. The employers didn’t improve their offer of 8.8%, well below the demands of the GPA and vida trade unions for 15% with a minimum increase of €400. The sector employs 130000 workers and the unions are calling for action to address the fact that pay is on average 22% below national average earnings. After six months of negotiations, workers in church-run elderly care and nursing homes will get an 8% pay increase, along with a cost-of-living bonus of €1500 and a one-hour reduction in weekly working hours to 39 hours. Childcare workers in the private sector who are covered by pay regulations rather than a collective agreement are getting a 3.2% pay increase following negotiations led by the GPA and vida trade unions. Meanwhile, full-time workers in private health and social care are now entitled to a 37-hour week as of 1 January. This was the result of earlier negotiations by the GPA and vida unions and reflects their long-running campaign to tackle overwork in the sectors. The unions are also determined to continue their efforts to reduce working time with a target of a 35-hour week.

The GPA and vida trade unions that organise in private health and social care have launched a new campaign, “Words are not enough” with the support of their confederation, the ÖGB. The unions are calling for increased funding for the sectors to improve pay and conditions, increase staffing by at least 20000, reduce workloads and provide a further COVID bonus and additional time off. The unions say that applause and praise for health and social care staff is not enough and action is needed to increase the funding that covers private health and social care.

The 125000 workers in private health and social care get a 2.08% pay increase this month as negotiated in the three-year agreement that was negotiated last year (EPSU Collective Bargaining News 2020 no.8). The agreement allowed for an increase of inflation plus 0.6% in January 2021 and so ensures that workers in the sector get a reasonable pay rise at a difficult time. The agreement also brought the pay rise forward to January from the normal February. It also provides for implementation of a 37-hour week from next year.

Public sector workers are set to get a 1.45% increase in pay and allowances from 1 January following what trade unions describe as quick and responsible negotiations and bearing in mind the very challenging circumstances. In anticipation of annual pay negotiations, the GÖD public service union has written to the government calling for sustained, real increases in pay and allowances for all public sector workers. The union argues that public employees have faced increasingly difficult working conditions as they have responded to the pandemic and its knock-on effects on employment and the economy by maintaining quality public services. The union points out the importance of public services to support Austria as a successful international economy and that a pay rise for the public sector would make an important
