On 6th October 2021, EPSU and the Social Employers held a webinar on the impact of the Covid-19 pandemic on the social services sector and the role of social dialogue in handling the crisis.
Health unions call for talks on COVID bonus following court ruling
Unions representing healthcare workers have called for immediate talks with the Health Services Executive to discuss how to recognise healthcare workers’ efforts during the COVID-19 crisis. SIPTU, Fórsa, and the Irish Nurses and Midwives Organisation raised the issue at the Labour Court, which acknowledged the extraordinary efforts of health staff and called on all parties to begin “effective engagement” to resolve the matter. In line with practice in several other European countries, the unions are looking for a bonus, pay addition or extra leave.
Union keeps up pressure for Corona bonus for care staff
The GPA services union is determined to hold the government to account over the EUR 500 Corona bonus promised to nurses in June. The union joined with other trade unions in successfully calling for the bonus to be extended to other workers but is still concerned that it will not be available to all in the social care sector. However, the GPA is angry that three months on the bonus has not been paid and there is still lack of clarity over who is entitled. Union anger over inadequate pay offers
Public service trade unions have reacted angrily to a series of pay offers that they argue fail to compensate workers for inflation or for the massive efforts made to maintain services during the pandemic. The 3% pay offer for health workers has been widely condemned and unions are consulting with members about what action to take. The unions point out that the pay rise is too low to have any impact on the serious staff shortages that persist across the health sector. Meanwhile local government employers have made a small increase to their pay offer, but this still means only a 1.75% increase
Commission study reveals impact of pandemic
The European Commission’s annual review of Employment and Social Developments in Europe outlines some of the key effects of the pandemic on jobs, employment conditions and social dialogue. It identified uneven regional impacts with the more resilient regions sharing characteristics such as high regional productivity, high level of skilled population levels, big investment in research and development, quality local public institutions and solid digital infrastructure. Health and social care feature in report on labour shortages
A new report from the Eurofound research agency analyses the extent of labour shortages across Europe and some of the measures being taken to address them. One of the main sectors of interest is health and social care and the report highlights the risks posed by such shortages to the viability of high-quality care provision. Health union exposes reality of COVID payments
The OSZSP health and social care union has revealed widespread problems with the COVID bonuses that should have been paid to staff across health and social care. The union managed to negotiate a range of different additional payments for hospital workers, paramedics, social care staff and other workers in these sectors. For example, healthcare professionals in hospitals can get up to CZK 25000 (EUR 975) a month (maximum CZK 75000, EUR 2920) and other hospital workers up to CZK 10000 (EUR 390) a month (maximum CZK 30000, EUR 1170). Unions publish joint open letter on early years education
The trade unions representing workers in early years education from the public (younion) and private sectors (vida and GPA-djp) have joined with the trade union confederation (ÖGB) in publishing an open letter setting five key questions for the government to answer. New collective agreement covering provincial councils
The FNV and other trade unions have negotiated a collective agreement covering workers in provincial councils that will run to 31 December this year (backdated to 1 January). Salaries rise by EUR 50 from 1 January 2021 with a further increase of 1.2% from 1 July. There will also be a one-off payment of EUR 750 (pro-rata for part timers) on 1 September in appreciation of the flexibility shown during the corona crisis.
