Trade unions in the municipal sector have been negotiating with the SKR and Sobona employer organisations in local and regional government with differing outcomes so far. The Vision trade union, representing mainly white-collar workers has settled on the basis of a 3.3% general pay rise and commitments to a review of working hours and joint initiatives to deliver healthier workplaces. Health workers around the country, many of them employed by private contractors and among the lowest paid, have had to resort to strike action to ensure they get a £1600+ (€1870) lump sum payment that was paid to most directly employed staff last year. Action has just paid off for members of UNISON and Unite in Dudley in the West Midlands where until recently their employer, Mitie, had refused the payment. Members of public sector unions have voted by a large majority to accept the pay agreement negotiated earlier this year. The agreement runs from 1 January 2024 to 30 June 2026 and provides for pay improvements worth 9.25% but because of flat-rate elements this rises to 17.3% for lower paid workers. This agreement also provides specific provisions for local bargaining, which will give trade unions the scope to negotiate up to an additional 3% of pay costs, inclusive of allowances, for particular grades, groups or categories of employee. The FNV and other trade unions have negotiated a new collective agreement in provincial government which will now be subject to a ballot of members. If approved it will run for 18 months from 1 January 2024 to 30 June 2025. Employees will see an average increase in pay of more than 7.5% in two steps: an increase of €25 or 4.25% from 1 January 2024 and 2.5% from 1 September 2024. As of 1 January 2024, the minimum wage will be €16 gross per hour. Trade unions, including Sanitas and Columna, have managed to secure pay increases for workers in health and social services. According to Sanitas, increases in the health sector vary according to occupation but range up to 26.8% with 20% in social assistance. The union has also been able to resolve discrepancies in salaries affecting a number of specific occupations. Meanwhile Columna has also been active in local government where it organised strike action on 19 March involving nearly 19000 workers as it tries to ensure that the pay increases that apply to health, education and social care

After lengthy negotiations a new public sector pay structure is in place that means significant increases to the coefficients used to calculate salaries for different occupations. Overall public sector workers are set to benefit on average by 13.5% in comparison to pay levels in 2023. Most unions are generally happy with the new system, including the HSSMS-MT nurses’ and health workers’ union which is one of 11 to sign the public sector collective agreement. The UGT-SP trade union and public sector federations in the CCOO confederation are calling on the government to ensure payment of the 2% pay increase across the public sector as set out in the three-year agreement 2022-24. The agreement has so far delivered pay increases totalling 7% in 2022 and 2023 and there could be an additional 0.5% on top of the 2% in 2024 depending on economic developments. The unions also want confirmation that various measures introduced as part of an austerity package back in 2012 are finally rescinded. The 480,000 workers in municipalities and 140,000 workers in regional government are set to get pay increases of 4% from 1 April as a first instalment of the 6.51% (municipal) and 6.53% (regional) increases over the next two years. An additional 2% fund is available for unions to negotiate separately for different groups of workers and so the overall pay rise will be closer to 8.8% and with an expectation that the real increase overall will be 2.17%. The UNISON, Unite and GMB trade unions have been mobilising their members in the NHS and private contractors to secure unpaid COVID bonuses and pay rises. UNISON and Unite members are taking on Mitie, the large private contractor, which has refused to pay a COVID bonus despite the company being signed up to the national Agenda for Change agreement which requires the payment. Meanwhile, Unite members formerly employed by the contractor Serco but now directly employed by the NHS at Bart’s Hospital in London are also claiming their COVID payment which the hospital management have so far refused

The Sanitas and Columna trade unions are trying to make progress on a number of fronts, including securing pay increases for workers in health, care and local government for 2024 and to negotiate sector-wide agreements in all three sectors. In local government Columna is calling for guarantees that workers will be paid according to a national pay grid and no longer covered by each local authority and it also wants agreements to cover the sector or groups of authorities and not council-by-council. The Kommunal trade union with 350,000 members covered by the largest collective agreement in Sweden (1.2 million workers in local government) is seeking major improvements in the current negotiations. It wants to address the problem that many workers don’t understand the pay system and the criteria used to establish their salary. There are concerns that the system is arbitrary. The union also wants to see changes to working time with more worker control over their working time arrangements rather than leaving it to the discretion of management or algorithmic systems.
