(July 2016) Public sector workers have won back their right to a 35-hour week. Legislation came into effect earlier this month reversing the increase to 40 hours a week pushed through as part of a range of austerity measures in 2013. Most workers benefit immediately although implementation in some cases may be delayed to ensure continuity of service. Public sector unions have been waging a high-profile campaign against the five-hour increase, negotiating hundreds of local agreements across the public sector to retain the 35-hour week. (August 2016) Unions representing health workers from both the CGTP and UGT confederations organised strike action on 28 and 29 July calling for implementation of the 35-hour week across the health sector. The unions are angry that the decision to return to the 35-hour week across the public sector has not been fully implement in the health sector where many workers are covered by separate collective agreements that continue to apply the 40-hour week. The unions involved were Sintap, FNSTFPS and SEP. The SEP nurses' union reported 75% and more support for the strike and plans further action

(August 2016) Following their national action at the end of July (see last issue of epsucob@NEWS), nurses in the SEP trade union have been involved in a series of strikes at different hospitals around the country. Strikes at Barlavento Algarvio, Faro hospital and other institutions took place in the first half of the month and more are to follow with a five-day action planned at Tondela-Viseu in central Portugal. The SINTAP public services union organised a two-day strike of health workers on 2-3 May in protest over working hours, excessive workloads and overtime and the need to improve career development. The union wants to see the 35-hour week guaranteed for all health workers, ensuring equal treatment across the public services. SINTAP highlights the problem of excessive workloads with many workers building up large credits of overtime worked. The strike action by health workers on 2-3 May helped the SINTAP public service union conclude an agreement that establishes equal treatment for 20000 health workers in terms of working time and other employment conditions. Workers on individual contracts employed in public enterprise hospitals did not have the same rights as workers directly employed by the national health service. The new agreement, signed on 4 May, now ensure that they have the same rights to the 35-hour week, holidays, supplements for overtime and night work and career development.

The SEP nurses' union reported 71% support for the start of its national day of strike action on 28 June. The action is the latest step in the union's campaign to ensure that all nurses benefit from the return to the 35-hour week promised to public service workers. The SEP is angry that the Ministry of Health has not only failed to recruit the required number of nurses to ensure that the 35-hour limit can be met but is proposing that new workers be employed on fixed-term contracts.

Workers at the Aguas de Portugal (AdP) water company are considering strike action if a number of key demands are not met. Apart from improvements in pay and career development, the workers want to see a progressive reduction in working hours and measures to address the fact that restructuring of the company has lead to many workers being on different rates of pay despite having the same length of service and responsibilities. Unions mobilised on the 27 March to put pressure on management which has so far failed to address these issues.

Workers in the Aguas de Portugal water company have been meeting across the country to ensure strong support for the strike action planned for 24 April. The action is over a number of major issues including low pay, career development, working time and reasserting the right to collective bargaining. Local government union STAL says that pay levels for some workers are intolerable with some on rates as low as EUR 586 a month and about 700 workers on less than EUR 750 a month. The two groups of public sector unions organised in the Frente Comum and FESAP federations have agreed their main collective bargaining demands for 2018. There are several common issues with unions calling for measures to tackle precarious employment, to unblock opportunities for career progression and confirm a 35-hour week for all public sector workers. The unions want to see a pay rise in 2018 that will begin to compensate workers for the loss of purchasing power since 2009, with the Frente Comum calling for at least 4% while the FESAP demand is for at least 2.5%. (May 2017) The STAL local government union is calling for an immediate pay increase of 4% (minimum EUR 50) to address the loss of purchasing power of local government workers. The union says that pay levels remain lower than they were in 2010. The union has a number of other demands in including unfreezing career progression. Meanwhile the FNSTFPS civil service federation called a national strike on 26 May with similar demands including a guarantee that all workers in the public service have a right to the 35-hour week.

A national strike in local government and municipal companies has been called for 27 October by the Frente Comum group of unions, including the STAL local government union. The strike is in support of improved pay and conditions with unions calling for a 4% pay rise (minimum 60 EUR a month) to start to compensate for the pay freeze since 2009. The unions also want to see the 35-hour week guaranteed for all workers. Earlier in the month unions organising in the ASAE food inspection agency took strike action over career development, working time, pensions and a range of other issues.

The STAL and STML unions representing firefighters organised a protest in Lisbon on 16 April outside the Interior Ministry. The main concerns for the unions are about government proposals to reform the career structure for firefighters and to reduce retirement benefits. Other issues relate to payments for oncall time, 12-hour shifts and implementation of a pay structure that the two unions negotiated with the ministry. The unions have been frustrated by the government's reluctance to negotiate, delaying and then postponing a meeting due on 2 April.

Local government union STAL and other unions in the public sector Frente Comum took part in a major national demonstration on 10 May as part of their long-running campaign to improve pay and working conditions in the public services and reverse the cuts imposed as part of austerity measures. Along with higher pay and better pensions, the unions want to see clear commitments to improve career progression and action on working time.

National strike action across the public sector took place on 14-15 February as unions pushed the government to end its austerity measures that have taken a toll on public service workers. Unions in the FESAP federation took action over the two days while the Frente Comum group of unions joined on 15th. The unions have some common demands, particularly the urgent need to end the pay freeze and provide a pay increase for all public service workers. Other demands covered career progression, training and action to tackle precarious employment. EPSU sent solidarity messages.

(January 2017) There was strong support for a health workers' strike on 20 January with unions calling for action on pay, career development and the application of the 35-hour week for all public service workers. On 3 February non-teaching staff in schools and kindergartens plan a 24-hour strike with demands to tackle precarious employment, to increase recruitment and create a proper career structure.
