The STAL local government union and other public service unions in the Frente Comum have called a one-day strike in public administration on 26 October. The unions have a range of demands including a 4% increase on pay (with a minimum increase of EUR 60) and pensions, measures to tackle precarious employment and also to ensure that all public service workers have the right to the 35-hour week.

The one-day public sector strike on 26 October, initially called by trade unions in the Frente Comum linked to the CGTP confederation has also received support from trade unions in the UGT confederation. The striking unions have a broad range of demands including increases to pay and pensions, ensuring the 35-hour week covers all public service workers, measures to tackle staff shortages and to improve health and safety and action to strengthen collective bargaining and that collective agreements are correctly applied.

Trade unions reported a high level of support for the national one-day strike in public administration and other public services on 26 October. The unions are determined to continue their campaign to end the pay freeze that various governments have imposed since 2009 and to unfreeze career progression. In the meantime, there has been further action in the health service, with workers in technical diagnostic and therapeutic services involved in a 24-hour strike on 29 October over the pay structure, pay increase, career development and working time.

Workers at the ECALMA municipal transport company in Almada near Lisbon planned strike action on 17 and 18 August to put pressure on management to negotiate a collective agreement on wages and career development and to implement promised improvements in working conditions. Meanwhile nurses at a number of hospitals across the country are taking strike action in order to secure their rights to career development which have been frozen for many years.

The STAL and STML trade unions that represent firefighters organised a national protest in Lisbon on 3 December to challenge the government over changes to the statutes that regulate pay and conditions in the sector. The trade unions had already registered their anger with the government over its failure to negotiate with them. The government did agree to meet the unions but they rejected its proposals for change because they threatened to undermine firefighters' pay, pensions and career progression.

Firefighters, members of the STAL and STML trade unions, took strike action from 18 December to 2 January in protest at government plans to change the statutes covering their pay, retirement and other conditions. The unions not only reject the proposed changes but are angry that the government aimed to implement them without any consultation or negotiation with the unions. The unions have made a series of demands related to protecting basic pay and ensuring appropriate payments for on-call and overtime work as well as allowances for dangerous and arduous conditions. The STAL local government union is running a campaign for better working conditions and as part of the campaign has launched a petition for pay supplements for risky, unhealthy and arduous work. The union argues that legislation has long been in place that establishes the basis for such payments but the law has yet to be implemented for the local government sector.

A national demonstration by firefighters took place on 14 January as they continued their campaign against unilateral action by the government to change their employment conditions. This follows the strike that ran from 19 December to 2 January (see previous epsucob@NEWS). The unions involved argue that the proposed changes undermine career development in the fire service and retirement rights. They are particularly angry that the government has attempted to introduce the changes without any consultation or negotiation.

The Frente Comum and FESAP federations of public service unions are planning national strike action on 15 February with FESAP unions also mobilising on the 14th. The unions have a broad range of demands on the government leading with the priority of ending the long-running pay freeze and tackling low pay. They also want government commitments on pensions, career progression and an end to precarious employment. The unions further underline the need to invest in quality public services rather than undermine them through privatisation.

The STAL local government union reports that there was strong and widespread support for the strike organised on 27 October by the Frente Comum group of unions. Many administrative, waste and other municipal services were affected by the action which was called to put pressure on the government to agree to unfreeze pay and career development in the sector and act more quickly to reverse other measures taken during the period of austerity.

The STAL local government has organised a demonstration outside the local government ministry on 9 February in protest at the government's failure to increase pay rates for the lowest paid municipal workers. A combination of a freeze in pay progression and a freeze on pay scales since 2009 means that workers on the bottom two pay scales have seen their pay rates (EUR 450 and EUR 532.08) overtaken by the national minimum wage (EUR 580). The STAL trade union reports a high level of support for strike action at the RESIESTRELA waste company part of the EGF multinational. The strike is over pay, a pay structure and the right to collective bargaining. The union says that workers at RESIESTRELA are the lowest paid in the EGF group with no developed pay or career structure. STAL has been raising these issues with EGF for many years but the company has refused to negotiate.

The two groups of public sector unions organised in the Frente Comum and FESAP federations have agreed their main collective bargaining demands for 2018. There are several common issues with unions calling for measures to tackle precarious employment, to unblock opportunities for career progression and confirm a 35-hour week for all public sector workers. The unions want to see a pay rise in 2018 that will begin to compensate workers for the loss of purchasing power since 2009, with the Frente Comum calling for at least 4% while the FESAP demand is for at least 2.5%. (May 2017) The STAL local government union is calling for an immediate pay increase of 4% (minimum EUR 50) to address the loss of purchasing power of local government workers. The union says that pay levels remain lower than they were in 2010. The union has a number of other demands in including unfreezing career progression. Meanwhile the FNSTFPS civil service federation called a national strike on 26 May with similar demands including a guarantee that all workers in the public service have a right to the 35-hour week.
