Members of the FNV trade union are currently voting on whether to accept a new collective agreement covering central government. The deal includes a €1200 one-off payment for full-time employees to compensate for inflation paid in May this year even before the current agreement expires. On 1 July there will be an 8.5% pay increase plus €50 and an increase in the individual choice budget by 0.13% to 16.50% of the salary. The FNV and NU’91 trade unions have concluded a new 12-month agreement covering around 7800 employees in the sector but with an effective start date of 1 June 2023. The increase comes in three stages with 3.5% backdated to 1 January and then 3.5% on 1 April and 3% on 1 June. The FNV trade union is again sounding the alarm over staff shortages in health and social care following the release of official forecasts for the coming decade. The figures show that, on current trends there is a real risk of serious breakdown in the sector which faces an expected shortage of almost 190,000 employees by 2033. The FNV is calling for urgent action, noting that the 5000 shortfall in hospital staff now is set to rise to 27700 in 2033 and that the understaffing exposed by the COVID pandemic will be permanent state of affairs in future. The FNV trade union has negotiated a new agreement covering workers in the water sector which is now out for approval by members. It provides a 4.25% increase as of 1 January 2024, along with €50 on the full-time salary. There will be a further pay increase of 2.5% in January 2025. This marks an improvement on the employers’ previous offer and follows some extra pressure from the presentation of a workers’ petition. The new salary structure now has a minimum wage of €16 an hour – a key union target. The collective agreement runs until 1 July 2025.

The FNV trade union and the RTL Nieuws broadcaster have published a survey covering nearly 2300 workers in nursing and home care that shows that work is becoming increasingly difficult and has to be done with fewer and fewer colleagues. The union argues that this poses a threat to the quality of care as well as the safety of employees and those they care for. The FNV says that as a result of government policy people are receiving care at home for longer and so by the time they move to a care home they often need more complex care. With a focus on pay and the need to secure an agreement that can help workers deal with the cost-of-living crisis, the FNV trade union has negotiated an overall pay increase of 8% for water board employees but with a flat-rate element that will mean pay rises by 10% for lower paid workers. There is a one-off payment of €1,000 gross in December 2022 and then increases of €125 and 2.5% on salaries in as of 1 January 2023. There will be a further increase of 2.5% on 1 July 2023. The FNV trade union is warning that government funding plans for prison services will have a major negative impact on staff and inmates. A recent report by consultants PwC says that an additional €398 million is needed to adequately finance services over the next 10 years. In response the government says it does not want to invest more than €170 million and so is effectively proposing a cut of €200 million. The FNV trade union reports that pay rates for water authority workers are set to increase by EUR 50, backdated to 1 January 2021. There will also be two increases of 0.5% to the individual choice budget (IKB) as of 1 January and 1 July. The union says that on average, this amounts to a 2.05% salary increase. The personal basic budget (PBB) will be increased from EUR 5,000 to at least EUR 6,000 for five years. The IKB and PBB can be used to exchange salary for other benefits such as annual leave. The FNV, NU'91 and other health unions have welcomed the decision by the health minister to support their demands on personal protective equipment (PPE) for health and social care staff. The unions have been calling since March for workers to be able to decide when they need to use PPE and to have the appropriate equipment available. The unions had criticised the guidance from the RIVM public health institute which left discretion to employers and which, unions believed, had been drawn up with the scarcity of equipment in mind. The FNV trade union argues that the failure of the government to issue clear guidance personal protective equipment (PPE) means that many employers are not providing all health and care workers with the necessary protection. An FNV survey found that 60% of staff in nursing homes and home care lack protection and even a third staff in hospitals don’t have enough PPE. Non-nursing staff in particular unprotected and practice varies significantly from employer to employer with some saying they won’t provide PPE until the government issues a directive.
