Members of the FNV trade union are currently voting on whether to accept a new collective agreement covering central government. The deal includes a €1200 one-off payment for full-time employees to compensate for inflation paid in May this year even before the current agreement expires. On 1 July there will be an 8.5% pay increase plus €50 and an increase in the individual choice budget by 0.13% to 16.50% of the salary. The FNV trade union is again sounding the alarm over staff shortages in health and social care following the release of official forecasts for the coming decade. The figures show that, on current trends there is a real risk of serious breakdown in the sector which faces an expected shortage of almost 190,000 employees by 2033. The FNV is calling for urgent action, noting that the 5000 shortfall in hospital staff now is set to rise to 27700 in 2033 and that the understaffing exposed by the COVID pandemic will be permanent state of affairs in future. The FNV trade union and the RTL Nieuws broadcaster have published a survey covering nearly 2300 workers in nursing and home care that shows that work is becoming increasingly difficult and has to be done with fewer and fewer colleagues. The union argues that this poses a threat to the quality of care as well as the safety of employees and those they care for. The FNV says that as a result of government policy people are receiving care at home for longer and so by the time they move to a care home they often need more complex care. The FNV trade union is warning that government funding plans for prison services will have a major negative impact on staff and inmates. A recent report by consultants PwC says that an additional €398 million is needed to adequately finance services over the next 10 years. In response the government says it does not want to invest more than €170 million and so is effectively proposing a cut of €200 million. Unions representing staffing in provincial government, including FNV, have suspended negotiations following what they regard as an unacceptable pay offer from the employers of only 0.6%, with inflation currently at 1.9%. They have now launched a petition to get broad support from staff and get negotiations back on track. Noting that productivity has increased with a significant rise in telework, they are looking for a 2.5% pay increase, a fair homeworking allowance and measures on sustainable employability.

The unions have been calling since March for workers to be able to decide when they need to use PPE and to have the appropriate equipment available.
