The FNV and other trade unions have suspended their industrial action and mobilisations in the youth care sector pending negotiations on the basis of an improved pay offer from the employers. This involves a pay increase of 8% on 1 January 2024 and 1.25% on 1 July 2024 with an additional lump sum of €400. There would then be a 3% increase for 2025 and inflation compensation to a maximum of 2.25%, if inflation is higher than 3%. The minimum wage will rise to €15 per hour and the working-from-home allowance to €3 per day. This compares to the previous offer of a 6.7% increase and additional 2%

The FNV and CNV trade unions have reacted angrily to government proposals to offer health workers a one-off payment of €15000 as compensation for contracting Long COVID. The unions are unhappy that it has taken so long – over two and a half years – for the government to come up with a proposal and that the offer, announced without consultation with the trade unions, now has to be confirmed by the council of state.

Members of the FNV trade union are in the process of voting on whether to support the agreement covering the municipal sector that was negotiated last month. The agreement provides for a 1.5% pay increase from 1 December 2021 and a further increase of 2.4% from 1 April 2022. There will also be a €1200 lump sum paid, €900 of which is pensionable and €300 of which reflects a COVID bonus. Also the agreement commits municipalities to guarantee a €14 an hour minimum wage from 1 January 2022. The FNV and other trade unions have negotiated a collective agreement covering workers in provincial councils that will run to 31 December this year (backdated to 1 January). Salaries rise by EUR 50 from 1 January 2021 with a further increase of 1.2% from 1 July. There will also be a one-off payment of EUR 750 (pro-rata for part timers) on 1 September in appreciation of the flexibility shown during the corona crisis. Trade unions and employers have put forward a joint proposal to government for legislation to provide greater protection for precarious workers. If adopted, this will outlaw zero-hours contracts with all workers entitled to a minimum level of working hours each month. It will also aim to close any loopholes to ensure that all workers who’ve been on temporary contracts for three years will be offered a permanent contract. Further provisions include allowing temporary contracts only when required by illness or surges in demand and greater protection for temporary workers against dismissal. The

The FNV trade union is seeking a 5% pay increase from 1 January 2021 for the 7000 workers in the private waste sector. It is also claiming a EUR 500 bonus in recognition of the increased risks that workers have faced during the pandemic. A 5% increase would be worth around EUR 50 gross per month, but the employers have only offered an increase worth EUR 40 gross as of 1 June. They have also only offered a EUR 250 lump sum. The FNV, CNV and NU’91 unions that organise health workers have made a joint call on the government to commit to funding pay increases in 2021. In recent negotiations over the agreement covering University Medical Centres (76000 workers), the employers said there was no room for pay rises unless there was an increase in reimbursement to health insurers. The FNV, NU'91 and other health unions have welcomed the decision by the health minister to support their demands on personal protective equipment (PPE) for health and social care staff. The unions have been calling since March for workers to be able to decide when they need to use PPE and to have the appropriate equipment available. The unions had criticised the guidance from the RIVM public health institute which left discretion to employers and which, unions believed, had been drawn up with the scarcity of equipment in mind. The FNV trade union has called for compensation for employees in health and social care who have been infected with Covid-19 due to the lack of personal protective equipment (PPE) and criticises the government for failing to take appropriate action to protect workers and citizens. A survey of 1600 care workers by the FNV trade union has revealed disturbing levels of concern about safety, overwork and low pay. Some 70% of workers feel unsafe because government measures to tackle the pandemic are not properly enforced and only 25% say they have adequate personal protective equipment for a second wave. The FNV trade union reports that all care staff will get a bonus of EUR 1000 net in recognition of their work in coping with the COVID-19 virus. The payment will go to a very broad range of those involved in care across nursing homes, hospitals, ambulance services, disability and rehabilitation services, community and youth care and mental health. Nurses, care workers, cleaners and support staff will all get the payment.
