The three main unions representing health workers - FP-CGIL, CISL-FP and UIL-FPL - have issued a joint call demanding urgent action to tackle doctor shortages across the health service. The three federations are particularly concerned about precarious employment, the need for more specialists and for a recruitment plan for doctors to be put in place as soon as possible. The FP-CGIL public service union has raised serious concerns about the introduction of Amazon-style electronic bracelets for waste collection workers by a private company in Livorno. The bracelets communicate with waste containers to check they are empty. Union says that this degree of surveillance is excessive considering that there are already supervisors who monitor the work along with GPS systems in trucks. FP-CGIL says that employers should be concentrating more on dealing with the serious health and safety issues in the sector.

With forest fires and flooding posing increasing demands on the fire service, the Fp Cgil public service union has called for employee numbers to be increased to 40000. The union argues that the current complement of 35000 is inadequate with many firefighters working double shifts, longer hours and more overtime. The FP-CGIL, CISL-FP and UIL-PA trade union federations are coordinating a national protest of workers in the Ministry of Justice on 10 March in order to put pressure on the ministry to negotiate with the unions over a range of measures essential to improve services. The unions highlight the need to increase staffing through an emergency recruitment plan along with action on pay and conditions, career development and initiatives to reduce precarious work. The unions have been raising all these issues for months but have received no response or indication of a willingness to negotiate.

Alongside action by the CGIL and UIL confederations, the CISL trade union confederation is planning a national protest in Rome on 25 November over the government’s budget for 2024 and its refusal to engage with the trade unions. Together with demands for increased funding for public services, CISL wants to see action on staffing and measures to reduce precarious work. It also wants the government to commit to negotiating new collective agreements in the public sector.
