The ver.di trade union starts the new year with a demand for better working hours and working conditions, more money and more staff across the public services and is launching a campaign and survey on working hours among public sector employees. In local public transport the union is calling for a reduction in weekly working hours, additional relief days for shift and night work and an increase in holiday entitlement. Ver.di also says that a total of more than 300,000 positions are currently unfilled in federal, state and local governments and with many workers due to retire around 1.4 million

The FNV and other trade unions have suspended their industrial action and mobilisations in the youth care sector pending negotiations on the basis of an improved pay offer from the employers. This involves a pay increase of 8% on 1 January 2024 and 1.25% on 1 July 2024 with an additional lump sum of €400. There would then be a 3% increase for 2025 and inflation compensation to a maximum of 2.25%, if inflation is higher than 3%. Services union ver.di is in negotiations with the VKA municipal employers’ association to improve working conditions in municipal emergency services. The union is calling for a maximum working week of 44 hours (down from 48) as a first step and other measures to protect the health of employees. Services union ver.di has negotiated a collective agreement with the AWO non-profit care provider in Augsburg in Bavaria that includes a 35-hour week without loss of pay for nurses and other workers in the social and educational services provided by the organisation. The union sees this as setting an important example for the rest of the care sector. The ver.di services union has set out a range of demands to improve pay and working conditions in the promedica/Falck private ambulance service. Following a consultation with members and comparison with provisions in the public sector the union will be looking for improvements in basic (cut to 39 hours a week) and average (cut 44 hours a week) working time as well as higher overtime, night and shift allowances. Trade unions and employers have put forward a joint proposal to government for legislation to provide greater protection for precarious workers. If adopted, this will outlaw zero-hours contracts with all workers entitled to a minimum level of working hours each month. It will also aim to close any loopholes to ensure that all workers who’ve been on temporary contracts for three years will be offered a permanent contract. Ver.di and other public service unions have negotiated what is seen as respectable deal in a challenging bargaining environment that delivers a 1.4% pay rise for all workers on 1 April 2021 with a further 1.8% increase in April 2022. Service union ver.di has launched warning strikes across federal and local government to put pressure on the employers following the second round of bargaining. The union reports that the two-day meeting was a waste of time with no offer from the employers and no real appreciation or recognition of the work done by public sector employees. The employers have indicated that they will come up with an offer before the next round of negotiations which are due on 22-23 October. The economic impact of the COVID-19 pandemic and the widespread use of short-time working in response has rekindled the debate about permanent shifts to shorter working hours. Germany's biggest engineering union, IG Metall, has put forward ideas about a move to a 32-hour week and this had been taken up by the CGT trade union confederation in France which has had a 32-hour-week policy for some time. In the UK, the Autonomy research organisation has proposed and costed a plan for the public sector to take the lead and move to a 32-hour week without loss of pay.

The collective bargaining committee of the ver.di public services union has agreed on a claim for a 4.8% pay increase (minimum EUR 150 a month) for the upcoming negotiations covering 2.3 million workers employed by the federal government and municipalities. The union is calling for appropriate recognition of the key role that many public service workers have played in response to COVID-19. The FNV public service union wrote to the government on 7 April raising serious concerns about the situation in care homes with many lacking personal protective equipment (PPE). While many care workers face long hours, the union has also raised the issue of other workers seeing their hours cut. Workers in the nursing home and home care sector are covered by a new collective agreement running from 1 July 2019 to 31 August 2021. There will be a 3.5% pay rise by 1 June 2020 followed by a 3.0% increase on 1 July 2021. An increase in the end-of-year bonus has been brought forward and workers will get a full 13th month salary this year. The agreement also includes a commitment to have 90% of all employees in the sector on permanent contracts.
