The three main federations in the public services – ACV/CSC, CGSP/ACOD and SLPF/VSOA – have called for a week of action from 6 to 10 March to highlight the staffing and funding crisis facing all parts of the sector. The federations will be coordinating a series of actions with calls to strengthen public services with more public investment and funding and end the push for privatisation. They also want to see improvements to pay and conditions to make public services more attractive to work in and especially to stop the attacks on public service pensions. The public services trade unions from the three main confederations (CSC/ACV, ACOD/CGSP, VSOA/SLFP) have negotiated an agreement that will provide for pay increases and a range of other benefits for the 65,000 workers in the federal government. The agreement still has to be confirmed by the government before being implemented from the beginning of 2023. This will mean the first pay rise for civil servants, over and above the normal indexation, for 20 years. The CNE/CSC trade union has strongly criticised health sector employers for failing to sign five key collective agreements to improve working conditions. The agreements have been negotiated following the major social agreement signed last year which allocated more than EUR 1 billion to the sector. A new salary structure has been in place since 1 July in the federal health sectors and many health staff have seen a significant increase in pay, some over 10%. A new agreement between unions, employers and the Flemish government has delivered a range of benefits for workers in various health and social services in the non-profit sector. Overall, there will be the equivalent of 3,716 new posts to help tackle high workloads. There will be a general 1.7% increase in wages but with some additional increases for those on the lowest pay rates and those will long service. In elderly care, the rehabilitation sector, psychiatric care homes and sheltered living initiatives, there will be a new pay structure from 1 July 2021, bringing pay rates in alignment

The three main trade unions - CGSP/ACOD, ACV/CSC and SLFP/VSOA - organised a 48-hour national strike from 6am on 24 September in protest at proposals to relax the rules on prisoner visits. The unions are extremely concerned that the proposed changes come at a time of increasing infection and pose a serious threat to staff and inmates.

After a lengthy campaign of protests and industrial action, unions have secured an additional €1 billion in funding from the federal government to improve pay and conditions for health workers. €500 million will go towards the implementation of a new pay system and harmonisation of pay in the private and public sectors. Trade unions (ACV/CSC and ACOD/CGSP) organised a national strike in the prisons service on 12 December in protest at underfunding, badly maintained buildings, lack of staff, overcrowding and the resulting safety issues arising from this deteriorating situation. Understaffing has lead to many employees doing extra hours and a massive number of hours of overtime that remains to be recouped. The unions also have issues with contracts, provision of uniforms and a lack of strategy in the justice system. It is estimated that prisons currently hold around 10000 in mates, exceeding capacity by 1700.

Health and social care unions from all three trade union confederations took strike action on 24 October to put pressure on the employers to resolve issues in the non-profit sector negotiations. Trade unions are particularly concerned to resolve problems around stability and predictability of working hours and contracts, right to annual leave, action to tackle burn-out and training. The unions say that most private hospitals were affected with action also taking place in the social care sector.

The CSC/ACV and CGSP/ACOD unions representing prison workers have taken strike action in protest at government plans to legislate on limiting their right to strike. EPSU sent a solidarity message to the unions highlighting the deteriorating conditions and overcrowding in prisons across the country and the importance of having the right to strike to highlight the need for urgent action to address these problems and reverse the impact of austerity. The three main public service federations took strike action on 30 April in protest at proposals for significant reductions to civil service employment rights and benefits. In a major cost-cutting reform plan the government wants to employ more workers on contracts, including temporary contracts, and reduce the number of civil servants on statutory conditions to a minimum. It is also looking to cut holiday entitlement and reduce certain sickness and pension benefits.

Prison staff unions in Belgium, France and Spain have been taking or are planning industrial action or demonstrations over staffing and pay. In France, the unions have raised concerns about prison overcrowding, violence against staff, the need for a significant increase in prison officer numbers and improvements to pay and conditions. After failing to get a satisfactory response from the justice ministry, the unions are calling for an extension of the action across the country. The CGSP and CSC public service federations in Wallonia organised strike action on 30 November over the failure of the regional government to respect agreements that it has signed. The unions had been warning from early September that urgent action was required. The issues involve a commitment to permanent status for contract workers, shorter working time, filling of vacant posts to ensure service quality and revaluing low salaries for workers on the level B pay grade.

The CGSP/ACOD public service federation, part of the FGTB socialist confederation, organised a national strike on 10 October. The union was protesting against the austerity policies of the government, weakening of employment rights in the public sector, reduced pension entitlement and the increased threat of privatisation. The union is also objecting to plans to impose minimum service requirements when public service unions taken strike action. (May 2016) The three confederations are mobilising for a series of actions over the next few months culminating in a general strike on 7 October, the second anniversary of the centre-right government. The unions are angry about continuing cuts to public services but also to the threat to the 38-hour week. They are calling for more investment in public services and a range of other measures to boost the economy. The first major event will be a joint national demonstration on 24 May in Brussels.
