European Commission reports on the Working Time Directive, published on 15 March, reveal that Member States’ legislation is generally compliant, but that some problems remain in ensuring that the legislation is having full effect, particularly across all public services.
Five firefighters are set to receive a total of almost half a million euros in compensation following a victory in a legal case on working time supported by their union, JHL. The city of Jyväskylä will have to pay the unpaid wages and the costs incurred by the union. The Labour Court ruled unanimously that the firefighters should have been paid in full for working time for periods on standby. EPSU and PSI stand in solidarity with their British firefighters’ affiliate, FBU, in its protest against the prosecution of Spanish firefighter Miguel Roldán for rescuing, as a volunteer on a NGO rescue ship, thousands of people from drowning in the Mediterranean sea.
The STAL and STML unions representing firefighters organised a protest in Lisbon on 16 April outside the Interior Ministry. The main concerns for the unions are about government proposals to reform the career structure for firefighters and to reduce retirement benefits. Other issues relate to payments for oncall time, 12-hour shifts and implementation of a pay structure that the two unions negotiated with the ministry. The unions have been frustrated by the government's reluctance to negotiate, delaying and then postponing a meeting due on 2 April.
(March 2017) The FP-CGIL public service federation reports that it has made some gains in the current negotiations over pay and reforms to the fire service. An EUR 80 a month pay increase will be implemented while the union will continue to negotiate a new collective agreement. The federation has also had some influence of the restructuring proposals put forward by the government and is particularly please that the fire service will retain some autonomy and not come under the control of the local prefecture.
(February 2017) The FP-CGIL public services federation has called on the government to stop the planned reorganisation of the fire service and to consult properly with the unions about any proposals to change the role and organisation of the service and the pay and working conditions of employees. The union says that the government has ignored the opinitons of the union over plans to restructure the service and reduce its autonomy by giving a role to the local prefecture.
