Public sector unions have welcomed the outcome of negotiations with the employers and government which have delivered a package of pay-related measures backed with DKK 6.8 billion (€910 million) of funding. A number of different groups of workers across the public sector will benefit, particularly those affected by major staff shortages. The three public service federations – Fp-Cgil, Cisl-Fp and Uil-Fpl – have negotiated a new collective agreement covering 430,000 workers in local government. Workers will see pay rise by 4%-5% with the higher increases for the lower paid. There are improvements to the system of career progression and changes to the salary table. There will be new rules on remote work and a strengthening of the industrial relations system, particularly with regard to local bargaining. The SKVNS trade union has signed a new collective agreement in the municipal sector that will deliver a 5% pay increase, reimbursement of travel-to-work costs on public transport, 100% allowance for work on holidays and extra time off for parents. Meanwhile the SPGS firefighters’ union is planning a 48-hour strike on 30 June in protest at the government’s failure to engage in any proper social dialogue over a period of more than 14 months. The union wants to negotiate a collective agreement but also wants a guarantee that the government will also implement existing commitments.

The three main trade unions - CGSP/ACOD, ACV/CSC and SLFP/VSOA - organised a 48-hour national strike from 6am on 24 September in protest at proposals to relax the rules on prisoner visits. The unions are extremely concerned that the proposed changes come at a time of increasing infection and pose a serious threat to staff and inmates.

Seven trade union organisations, including the CGT, CFDT, FO and UNSA, representing 85% of all firefighters have been taking strike action to demand improvements in pay and for a significant increase in jobs. The Kommunal municipal workers' union has negotiated a new agreement covering part-time firefighters which includes significant improvements in pay and allowances that acknowledge the importance of this group of workers and the massive demands made on them recently as a result of widespread forest fires. There is a 30% increase for those working additional shifts, equivalent to SEK 1475 (EUR 137) a week. There is also extra pay for those on call during summer months and higher pay for longer shifts. There is also 5% addition on the extra payment for their first hour of work.

Firefighters' unions in Spain and Italy are calling for government action to address a number of longstanding issues. In Italy the FP-CGIL trade union has declared a state of agitation around a number of key demands related to the collective agreement, recruitment, occupational safety, pensions and the right to elect workplace representatives. The union wants to see action to reduce bureaucracy and increase investment. Meanwhile, in Spain the unions want a framework law to establish a clear national structure for the service which is characterised by significant differences across the regions

The CSC/ACV and CGSP/ACOD unions representing prison workers have taken strike action in protest at government plans to legislate on limiting their right to strike. EPSU sent a solidarity message to the unions highlighting the deteriorating conditions and overcrowding in prisons across the country and the importance of having the right to strike to highlight the need for urgent action to address these problems and reverse the impact of austerity. The FP CGIL trade union has signed a new collective agreement covering firefighters which has important provisions for a general pay rise, increased overtime pay and increased payments recognising the arduousness of the occupation. With these key pay-related elements agreed, the union says that negotiations will now move on to deal with a wide range of other employment conditions covering health and safety, provisions for firefighters who can no longer manage active service, training, insurance against occupational accidents and diseases as well as the overall organisation of the service.
