(April 2017) Public sector trade union federations have signed an historic agreement with the government that will see a massive reduction in precarious employment across the public sector. The deal means that over 300000 workers currently on some form of fixed-term employment will have the chance to move onto a permanent contract over the next three years. This is the result of the first major negotiations with the government since 2010. The unions underlined that they are still looking for an agreement on pay increases over the coming years that will compensate for the 15% loss of purchasing

A new report from the health federation of the CCOO confederation covering the period 2012-2016 confirms the union's concerns over a widening gender pay and employment gap in the health sector. The report finds that women tend to have more precarious contracts with many on temporary contracts while they make up the vast majority of part-time workers and both of these contribute to the persistent gender pay gap. The union wants to see equality plans produced in any health institutions that don't yet have them and existing plans updated. Along with the CCOO, the UGT trade union has called on the

Workers employed in the Agency for International Co-operation for Development (AECID) took strike action on 8 September in protest over pay and conditions. Around 40% of staff have either left or are thinking of leaving the service because of deteriorating conditions pay frozen since 2009 and eroded by inflation and currency fluctuations. This has left some workers as much as 60% worse off in real terms. Unlike workers in other overseas departments AECID employees don't get any protection against local changes in the cost of living and this is the key demand of the strike.

The FSC-CCOO and FeSP-UGT public service federations have called a strike on 16 October involving workers in the government's overseas services. The strike is in protest at the freezing of salaries for the 7000 workers in the service and increasingly precarious employment conditions. The unions say that the strike is necessary as there has been no response to their demands since a meeting a meeting in June and despite a number of other protests and actions so far in 2017.

The FSC-CCOO federation has analysed new data on public sector employment and found a worrying increase in temporary contracts. While over 58000 new workers have been taken on, more than 87% of these are on fixed-term contracts and this has taken the overall percentage of temporay contracts across the public administration from 22.9% to 24.1%. The data also shows an increase in the average age across the public administration with 43.1% now 50 or over.

The FeSP-UGT and CCOO federations in the public sector have come together to launch a campaign to get the government to negotiate over employment in the public sector and to adjust the budget for 2018 to begin to tackle the staffing crisis. The unions point out that not only have 350000 public sector jobs been cut since 2010 but the problem is being compounded by an ageing workforce. In social security, for example, around 48% of staff are set to retire over the next 10 years. 25th January will see the first of another series of partial work stoppages by home care workers in the Basque region in protest at poor pay and working conditions. The actions follow similar protests at the end of last year coordinated by the UGT, USO, ELA and LAB trade union organisations. The unions say that companies are not respecting the collective agreement and make no guarantees on hourly payments when they bid for contracts. The unions are also protesting against excessive flexibility and use of temporary contracts and the fact that workers haven't had a pay increase for five years

Home care workers in the Basque region of northern Spain are in the third month of their campaign to secure better pay and employment conditions. Their latest partial work stoppage took place on 25 January and further action is planned for 12 and 27 February to put pressure on city councils and the regional council to act on the low pay and precarious employment conditions that are common to the contracts run by private companies across the region. The CCOO and UGT unions in the public sector met with the finance ministry on 19 February to underline their demands for a new agreement on public employment that would include a target of reducing temporary employment to 8% of total employment over the next three years and to end the restriction on replacing employees who leave which has had major implications not just for workers but also the quality of services. The unions are also looking for an above-inflation pay rise and a restoration of the 5% salary cut from 2010. They also want to see a return to the 35-hour week across the public

The CCOO and UGT trade union confederations report massive support for their two-shift strike action across the public and private sectors on 8 March in protest at the gender pay gap, precarious emploment and violence against women. The two two-hour stoppages took place from 11.30 to 13.30 and from 16.30 to 18.30. The unions say that over 100000 people joined rallies in front of town halls across the country and that the success of the action was the result of intensive preparation through thousands of trade union meetings, trade union statements and an well-organised information campaign in

The FSC-CCOO and FeSP-UGT public sector federations have negotiated a deal with the government which will mean gradual restoration of purchasing power and other rights lost during the years of austerity. Over the next three years salaries will increase by at least 6.12% but this could rise to 8.79% if certain economic and deficit targets are met. There is also a commitment to get temporary employment down from 24% to 8% of the workfoce. The public service federations in the CCOO and UGT confederations organised a joint demonstration on 26 April to coincide with the parliamentary debate over the government's proposed budget. The unions are calling for a flat-rate increase of EUR 200 for all workers in public administration plus a further EUR 100 linked to pay grades. The unions are aiming for a minimum wage of EUR 1200 a month and steps towards restoring purchasing power for all workers in public administration. The unions are demanding more and better jobs but recent official statistics analysed by the FSC-CCOO federation

The health section of the CCOO confederation has made a major breakthrough by negotiating the first collective agreement covering researchers working for the biomedical research foundations of the Madrid health service. Around 1200 researchers will be covered by the agreement which will link their salaries to the pay structure of the Madrid health service. An important element of the agreement will be tackling the excessive use of temporary contracts. Up to 90% of the researchers are on temporary contracts and around a third of contracts are thought by the union to be illegal.

Latest figures on public sector employment show that the overall level has still not recovered from the impact of austerity with 112100 fewer in public sector employment than in 2011. The data also show the scale of the two major problems facing the sector - a continuing high level of temporary contracts (28.2%) and an ageing workforce. Workers aged under 30 make up only 7% of the workforce with those over 50 accounting for 43.6%. Young workers are also more than three times as likely to be on a temporary contract (78.9%).
