(March 2017 ) The vpod public services union has a special network set up four years ago campaigning for better protection for migrant care workers. The union argues that the federal government is well aware of the level of exploitation of this group of workers but has failed to take any measures to regulate this area of work. Recent press reports have highlighted the situation facing care workers and the lack of legal protection.

(June 2017) The vpod public services union has called for an end to internships in childcare and additional funding to ensure a proper provision of training in the sector. The union argues that many employers exploit the intern system to keep staff costs down while there is evidence that many workers who start on internships as a step towards a proper traineeship are disappointed as too few training places are available. While some authorities and employers have tried to regulate internships, vpod argues that they should be abolished completely.

The SGB trade union confederation and the vpod public services union have called for a general wage increase of between 1.5% and 2.0%. But the vpod also highlights the need to address the fall in real pay in the public services as well as the importance of ensuring higher pay for jobs dominated by women. Meanwhile the federal court has thrown out a challenge to a proposed minimum wage in the Neuenberg Canton, opening the way to implementation of an hourly minimum of CHFr 20 (€17.50).

The Fagforbundet public services trade union has called on municipalities to end any contracts with the Orange nursing staff agency. Local authorities in Oslo and Bergen have already terminated contracts with the company following evidence of its infringement of various regulations including health and safety law. The company also failed to maintain services to users and to comply with demands from the authorities to meet the terms of its contract. Fagforbundet says the company is also guilty of paying wages well below the sector agreement while press reports have revealed the company's tax

Public sector unions have negotiated a new public sector-wide pension scheme that they are recommending to members who will vote on whether or not to accept the new arrangements. The scheme will be introduced from 2020 for all workers born in 1963 or later. The unions are pleased with the result which they say produces a gender-neutral scheme and will see members earning pension entitlement on all their earnings from day one of employment. There will also be early retirement provisions for those who need it.

The public services unions Fagforbundet and Delta and the NSF nurses' union have signed a declaration with the KS municipal employers' organisation calling for further co-operation to create a culture of full-time work in the sector. The unions want to see a reduction in part-time work which leads to part time workers, the vast majority of whom are women, losing out, particularly in terms of their pension benefits. While some steps have been taken, the unions are still concerned that there is too much part-time work, especially in the health and social care sectors. A website has been set up

Trade unions in the municipal sector are pleased with the new collective agreement which they say recognises workers' competences, will encourage training and education as well as recruitment to the sector. The unions believe that the pay increases reflect skills at all levels whether based on formal qualifications or experience and will contribute to closing the gender pay gap. All workers will get an increase of NOK 5000 (EUR 515) a year and there are also increases to allowances for night and weekend work.

The Fagforbundet trade union has reported the Aleris Ungplan and Boi private care company to the authorities for possible breaches of labour, health and safety, tax and even criminal law. The union has taken up cases for a number of workers who have been denied their rights on pay, sick pay and pensions and forced to work excessive hours. The cases mainly involve workers who were taken on as "consultants" rather than employees so that the company could avoid paying pension, sickness and other costs. More workers have come forward to join legal action against the Aleris care company following revelations about employment and working conditions made earlier this month (see epsucob@NEWS 16). Public service union Fagforbundet says that the company is avoiding its social, employment and tax obligations by taking workers on as self-employed "consultants" rather than employees. The union has taken this up with the authorities and a further eight workers have joined the 17 who were already involved in legal action. Some of these workers have been summarily dismissed or are given excessive hours

The Fagforbundet public service union has revealed figures showing that care workers in the private sector in Oslo are between EUR 7000 and EUR 8700 worse off than those in the public sector. A starting salary for a graduate care worker in the public sector is NOK 367000 (EUR 38500), NOK 84000 more than the same worker in the private sector. Those on minimum wages in the sector are EUR 7000 better off if employed by the municipality. The Fagforbundet public service union is continuing to pursue legal action against the Aleris care company which it believes has major implications for labour rights in Norway. The company is being challenged over using self-employed workers that it calls "consultants" rather than directly employing care staff. The "consultants" have no employment rights and have been forced to work long hours of overtime, including up to 72 hours without a break, for fear of being denied work. They have no sickness or pension benefit or protection against dismissal. Aleris Care is now part of the Ambea group

The Fagforbundet public services union is working to ensure that its members benefit from provisions in collective agreements - in this case in the municipal sector and covering childcare - that ensure that workers are paid the appropriate wage for their experience and qualifications. Workers can get up to six years of service-related pay if they have been away from work because of caring responsibilities. Trade unions preparing for pay negotiations in the local government sector are looking to secure a real pay increase for all workers.
