(January 2017) There was strong support for a health workers' strike on 20 January with unions calling for action on pay, career development and the application of the 35-hour week for all public service workers. On 3 February non-teaching staff in schools and kindergartens plan a 24-hour strike with demands to tackle precarious employment, to increase recruitment and create a proper career structure.

(May 2017) The STAL local government union has called on the government to allow local authorities to take immediate action to tackle precarious employment in the sector. The union says that an ordinance aimed at the state sector doesn't go far enough and that local authorities should be allowed to take the initiative now to reduce various forms of temporary work and provide permanent contracts to workers who are doing permanent tasks but have been appointed on short-term contracts.

The two groups of public sector unions organised in the Frente Comum and FESAP federations have agreed their main collective bargaining demands for 2018. There are several common issues with unions calling for measures to tackle precarious employment, to unblock opportunities for career progression and confirm a 35-hour week for all public sector workers. Workers in the Aguas de Portugal water company have been meeting across the country to ensure strong support for the strike action planned for 24 April. The action is over a number of major issues including low pay, career development, working time and reasserting the right to collective bargaining. Local government union STAL says that pay levels for some workers are intolerable with some on rates as low as EUR 586 a month and about 700 workers on less than EUR 750 a month. The Fagforbundet trade union has reported the Aleris Ungplan and Boi private care company to the authorities for possible breaches of labour, health and safety, tax and even criminal law. The union has taken up cases for a number of workers who have been denied their rights on pay, sick pay and pensions and forced to work excessive hours. The cases mainly involve workers who were taken on as "consultants" rather than employees so that the company could avoid paying pension, sickness and other costs. More workers have come forward to join legal action against the Aleris care company following revelations about employment and working conditions made earlier this month (see epsucob@NEWS 16). Public service union Fagforbundet says that the company is avoiding its social, employment and tax obligations by taking workers on as self-employed "consultants" rather than employees. The union has taken this up with the authorities and a further eight workers have joined the 17 who were already involved in legal action. Some of these workers have been summarily dismissed or are given excessive hours

The Frente Comum and FESAP federations of public service unions are planning national strike action on 15 February with FESAP unions also mobilising on the 14th. The unions have a broad range of demands on the government leading with the priority of ending the long-running pay freeze and tackling low pay. They also want government commitments on pensions, career progression and an end to precarious employment. The unions further underline the need to invest in quality public services rather than undermine them through privatisation.

The Fagforbundet public service union is continuing to pursue legal action against the Aleris care company which it believes has major implications for labour rights in Norway. The company is being challenged over using self-employed workers that it calls "consultants" rather than directly employing care staff. The "consultants" have no employment rights and have been forced to work long hours of overtime, including up to 72 hours without a break, for fear of being denied work. They have no sickness or pension benefit or protection against dismissal. Aleris Care is now part of the Ambea group

National strike action across the public sector took place on 14-15 February as unions pushed the government to end its austerity measures that have taken a toll on public service workers. Unions in the FESAP federation took action over the two days while the Frente Comum group of unions joined on 15th. The unions have some common demands, particularly the urgent need to end the pay freeze and provide a pay increase for all public service workers. Non-teaching staff at schools across the country took strike action on 21-22 March with support increasing on the second day and many schools closing. The unions are calling for action on low pay noting that with the recent increase in the minimum wage new workers are now often earning as much as staff with 20 years' service. The unions want to see a proper career structure put in place and measures to reduce precarious employment in order to recognise the contribution that these workers make to the education system.

Seven care workers, supported by the Fagforbundet public services union, have won a significant court case that rules they were wrongly classified as self-employed and so were denied the rights of employees. The workers took the case against the Baos private care company and their claim covers the wide range of benefits and rights that they should have been entitled to under the Work Environment Act.
