National protest by firefighters
Firefighters’ unions, including Fp-Cgil-Vvf and Fns-Cisl have called a national demonstration in Rome on 14 September with urgent demands on pay, staffing, equipment and safety. With services stretched to the limit to tackle the increasing number of forest fires, flood and other emergencies, the unions argue that the number of active firefighters needs to be increased from 33000 to 40000 and professional and technical staff from 2000 to 5000. They are also concerned about inadequate and out-of-date equipment which not only hampers their response to emergencies but exposes firefighters to
Unions sign local government agreement
The three public service federations – Fp-Cgil, Cisl-Fp and Uil-Fpl – have negotiated a new collective agreement covering 430,000 workers in local government. Workers will see pay rise by 4%-5% with the higher increases for the lower paid. There are improvements to the system of career progression and changes to the salary table. There will be new rules on remote work and a strengthening of the industrial relations system, particularly with regard to local bargaining. There is a range of improvements to leave arrangements including better compensation (pay or time off) for those working on
New agreement for firefighters
The Fp-Cgil, FNS-Cisl and Confsal trade unions have negotiated a new three-year agreement covering firefighters that they have welcomed for delivering a number of benefits for workers. The unions note in particular improvements to the systems of labour relations and action on protecting employment. Alongside pay increases there will be improvements to supplementary pensions and insurance. The three federations argue that the agreement (actually covering the period 2019-2021) is a major step forward and marks successful co-operation with the government. Monthly pay rates will increase by
Union calls for more firefighters and better conditions
With forest fires and flooding posing increasing demands on the fire service, the Fp Cgil public service union has called for employee numbers to be increased to 40000. The union argues that the current complement of 35000 is inadequate with many firefighters working double shifts, longer hours and more overtime. Fp Cgil says that excessive workloads leave workers no time for training and is worried that in the next negotiations the fire service will actually push for longer hours rather than address the staffing shortage. The union says that recruitment is crucial to reduce the average age
Firefighters in national protest over pay, safety and jobs
The three main firefighter unions - FP CGIL VVF, FNS CISL and UIL PA VVF - organised a day of protests and strike action on 15 November with a range of demands. They want to see the work of firefighters properly recognised in terms of both pay and social protection. They also want action on health and safety, particularly in relation to the occupational risks and diseases they face. The unions want the government to ensure adequate funding not just for the renewal of the collective agreement but also to boost recruitment. Further action was planned for 21 November.
Union negotiates agreement covering critical situations
As reported by the newsletter in March, the municipal workers' union Kommunal has been negotiating a new agreement with the SKL employers' organisation to cover work during major emergencies. This initiative was taken following last summer's spate of forest fires. The agreement was finally signed at the end of June. It provides for an additional 120% of pay for each hour worked during the crisis and there is 150% for emergency overtime. There is a special procedure for determining what counts as a crisis. The agreement replaces the requirements of the Working Hours Act and will apply to all
Union secures major pay improvements for part-time firefighters
The Kommunal municipal workers' union has negotiated a new agreement covering part-time firefighters which includes significant improvements in pay and allowances that acknowledge the importance of this group of workers and the massive demands made on them recently as a result of widespread forest fires. There is a 30% increase for those working additional shifts, equivalent to SEK 1475 (EUR 137) a week. There is also extra pay for those on call during summer months and higher pay for longer shifts. There is also 5% addition on the extra payment for their first hour of work.
Unions look to negotiate collective agreement covering disaster work
The municipal workers' union Kommunal, along with other public service unions, is seeking to negotiate a collective agreement to clarify the conditions that apply to workers dealing with disasters. The union says that last year's forest fires required a massive response from the emergency services, particularly fire and rescue, and there was lack of clarity over how to apply certain rules, particularly those relating to working time and overtime. The union believes that a specific agreement should help and could apply to other groups of workers who may be affected such as those in the health
Firefighters want action to improve services
Firefighters' unions in Spain and Italy are calling for government action to address a number of longstanding issues. In Italy the FP-CGIL trade union has declared a state of agitation around a number of key demands related to the collective agreement, recruitment, occupational safety, pensions and the right to elect workplace representatives. The union wants to see action to reduce bureaucracy and increase investment. Meanwhile, in Spain the unions want a framework law to establish a clear national structure for the service which is characterised by significant differences across the regions
Firefighters get new agreement after nine-year freeze
The FP CGIL trade union has signed a new collective agreement covering firefighters which has important provisions for a general pay rise, increased overtime pay and increased payments recognising the arduousness of the occupation. With these key pay-related elements agreed, the union says that negotiations will now move on to deal with a wide range of other employment conditions covering health and safety, provisions for firefighters who can no longer manage active service, training, insurance against occupational accidents and diseases as well as the overall organisation of the service.
Firefighters mobilise over pay, pensions and funding
Firefighters in the FP CGIL public services federation have called a demonstration outside parliament on 17 October. The aim of the protest is to underline the union's pay claim in the current round of collective bargaining as well as to call for action on a number of other issues including recruitment, pensions and funding.
