(July 2017) The three public service federations - FP CGIL, CISL FP and UIL FPL - organised a joint mobilisation on 3rd July outside the offices of the Ministry of Labour to call for action over the future of employment centres across the country. The unions are calling for guarantees for the workers in these centres in terms of jobs and wages as well as proper investment in the provision of employment services to citizens. Around 8000 permanent staff and 2000 temporary workers are affected by the uncertainty facing the centres.

Unions report a high level of support - 70%-80% in some areas - for the strike by doctors and health managers on 12 December. The action involved many organisations in the sector including FP-CGIL, UIL-FPL and CISL Medici. The strike was called in support of negotiations to renew doctors' contracts after eight years without any bargaining. But the unions are also raising issues around precarious work and training for young doctors as well as the issue of funding. The unions are criticising the government for failing to increase health funding as a percentage of GDP.

The three main trade unions representing workers in ministries and agencies - FP-CGIL, CISL-FP and UIL-PA - have welcomed the new agreement signed on 23 December that marks the end of almost nine years of a freeze on collective bargaining. The FP-CGIL trade union federation has met with public administration minister Giulia Bongiorno to set out four urgent priorities for action. These involve tackling precarious employment, increasing employment, negotiating the next collective agreement that will cover the years 2019-2021 and ensuring increased investment in staff training. The Fagforbundet trade union has reported the Aleris Ungplan and Boi private care company to the authorities for possible breaches of labour, health and safety, tax and even criminal law. The union has taken up cases for a number of workers who have been denied their rights on pay, sick pay and pensions and forced to work excessive hours. The cases mainly involve workers who were taken on as "consultants" rather than employees so that the company could avoid paying pension, sickness and other costs. More workers have come forward to join legal action against the Aleris care company following revelations about employment and working conditions made earlier this month (see epsucob@NEWS 16). Public service union Fagforbundet says that the company is avoiding its social, employment and tax obligations by taking workers on as self-employed "consultants" rather than employees. The union has taken this up with the authorities and a further eight workers have joined the 17 who were already involved in legal action. The three main unions representing health workers - FP-CGIL, CISL-FP and UIL-FPL - have issued a joint call demanding urgent action to tackle doctor shortages across the health service. The three federations are particularly concerned about precarious employment, the need for more specialists and for a recruitment plan for doctors to be put in place as soon as possible. The Fagforbundet public service union is continuing to pursue legal action against the Aleris care company which it believes has major implications for labour rights in Norway. The company is being challenged over using self-employed workers that it calls "consultants" rather than directly employing care staff. The "consultants" have no employment rights and have been forced to work long hours of overtime, including up to 72 hours without a break, for fear of being denied work. They have no sickness or pension benefit or protection against dismissal. Aleris Care is now part of the Ambea group

There have been two important developments covering health workers. The first is a new collective agreement after 10 years covering around 130000 doctors and managers in the national health service. The new agreement includes the EUR 200 a month increase enjoyed by public service workers in general but there are additional benefits for young doctors and additional payments linked to length of service. Seven care workers, supported by the Fagforbundet public services union, have won a significant court case that rules they were wrongly classified as self-employed and so were denied the rights of employees. The workers took the case against the Baos private care company and their claim covers the wide range of benefits and rights that they should have been entitled to under the Work Environment Act. Fourteen years after the last agreement expired and with a national strike threatened for 12 June, the three public service federations – Fp Cgil, Cisl Fp and Uil Fpl – finally pressured the employers – Aris and Aiop – to sign a new deal covering around 100,000 workers in private healthcare. Three trade unions (CGT, FP-CGIL and PCS) representing workers in cultural services in France, Italy and the UK have come together to highlight the urgent need for action to support the sector and tackle poor pay and employment conditions. They argue that the sector has been particularly hard hit by measures to tackle the pandemic and these have been intensified because of the extent of outsourcing and precarious employment. The Cgil, Cisl and Uil Pa public service federations have declared a one-day strike on 9 December covering public health, and local, regional and central government. New collective agreements are due to be negotiated across these sectors but the unions argue that the government has failed to guarantee funding to cover any negotiated improvements. The unions are calling for action on staffing not just to increase recruitment overall but also to reduce the extent of precarious contracts and to improve and increase the provision of training.
