Collective bargaining – trends and developments
Collective bargaining is a core activity of trade unions and EPSU’s affiliates negotiate with public service employers at every level. This can range from national public-sector wide bargaining to sector and local negotiations with public sector employers but also private and non-profit providers of public services. EPSU works with the European Trade Union Confederation to try to improve collective bargaining rights for all workers across Europe. We also act as a European information point so that EPSU affiliates are aware of trends in public service negotiations. Federations insist on public-sector wide negotiations
The FeSP-UGT federation and the public sector unions in the CCOO confederation have strongly restated their calls for urgent negotiations over the pay and conditions of public sector workers. The CCOO union organised a demonstration outside parliament on 14 July while the FeSP-UGT is planning mobilisations in September if the government doesn’t respond. The unions want to see the reversal of cuts imposed during the period of austerity in 2010-12 and a range of improvements including wage increases that ensure recovery of lost purchasing power. Public service unions agree to launch pay campaign
Public service trade unions, including Fórsa, SIPTU and INMO, have agreed to launch a campaign on pay that could involve industrial action. The unions, coordinated by the ICTU confederation, had already called on the government to review pay in the light of the surge in inflation. However, the response was only for an additional 2.5% increase in 2021-22 when inflation has already topped 9%. Union secures important legal victory on collective agreement
The Fp-Cgil public service federation has welcomed a recent court ruling that has blocked an employer from applying an inferior collective agreement. The action was taken against La Nostra Famiglia, a non-profit health and social care provider, that wanted to avoid the private health sector agreement and sign up to an agreement with lower pay rates and longer working hours. The court ruling means that the employer now has to compensate workers for any lost pay and to apply the full terms of the private health agreement that was negotiated by Fp-Cgil along with the Cisl-Fp and Uil-Pa
Police and prison staff protest at labour ministry
The Publisind trade union federation organised a protest rally on 17 August outside the Ministry of Labour to highlight a range of issues relating to the pay and pensions of its members in prisons and police services. The union is angry that a key law on salaries has not been fully implemented and is calling for a 15% pay rise for prison and police staff. The union points out that its members were essential to the efforts to tackle the COVID pandemic with many staff working very long hours to try to maintain services in the face of staff shortages of around 25%.
New social partner project: skills and training in care sector
The Social Employers and EPSU with the affiliate partner Nexem are pleased to annouce the launch of the FORTE Project. The project outcomes will feed into joint discussions and outputs in the framework of sectoral social dialogue in social services.
Two-week strike stops threat to pay and conditions
The JHL public services union has successfully defended the pay and conditions of workers employed by the Arkea municipal company that provides catering and other services to the Turku local authority. The company had sought to change collective agreements that would have meant significant changes to pay rates with some workers potentially losing out by as much as 30% of their earnings. The strike action led to negotiations with the company which will now stick with the current agreement which is due to be re-negotiated next spring.
ETUC exposes wage/productivity gap
New figures from the ETUC reveal that workers across Europe would be on average €649.30 better off if wages had kept pace with productivity since 2019. This is more than the €419.48 estimated average cost of Christmas. The ETUC argues that extending and strengthening collective bargaining are key to ensuring that workers’ pay keeps pace with productivity and is urging the French government, which assumes the EU presidency in January, to make swift progress with the Adequate Minimum Wages Directive and its important provisions on collective bargaining.
Confederations launch petition on pay
The three trade union confederations – ACV/CSC, ABVV/FBTG and ACLVB/CGLSB – have launched a petition on pay with the aim of securing 25000 signatures and getting a debate in parliament. The confederations want to see changes to legislation that impose restrictions on the scope for negotiating pay rises. They argue that the current system leaves little room for manoeuvre and means that increasing inflation is eating rapidly into workers’ purchasing power. The unions want to ensure that the current system of indexation is maintained and also to allow for the right to negotiate on pay at all
Public service unions set out key demands
As negotiations get underway across the public services, unions are setting out their main collective bargaining demands. For JHL, Jyty and Juko it is important to achieve general wage increases that improve purchasing power and ensure that public service workers keep pace with those in the private sector. The unions highlight the need for action on pay to tackle the widespread staff shortages across many occupations, especially in the care sector. They also want to improve working time regulations, develop pay systems and promote equality and well-being at work, with extended paid family
Unions mobilise in ministries of justice
The FSC-CCOO, FeSP-UGT and other unions in the ministry of justice in Spain have been protesting to demand negotiations over the impact of legislation on organisational efficiency in the justice sector. The unions coordinated a demonstration outside the ministry on 22 November to highlight their concerns that the law doesn’t guarantee rights in relation to mobility, promotion, remuneration and other labour issues and that it poses a risk to jobs and the quality of service.
