Commission analyses reveal gaps in working time protection
European Commission reports on the Working Time Directive, published on 15 March, reveal that Member States’ legislation is generally compliant, but that some problems remain in ensuring that the legislation is having full effect, particularly across all public services.
Unions sign local government agreement
The three public service federations – Fp-Cgil, Cisl-Fp and Uil-Fpl – have negotiated a new collective agreement covering 430,000 workers in local government. Workers will see pay rise by 4%-5% with the higher increases for the lower paid. There are improvements to the system of career progression and changes to the salary table. There will be new rules on remote work and a strengthening of the industrial relations system, particularly with regard to local bargaining. EMPL Committee of the European Parliament votes to limit the Occupational Exposure Limit (OEL)
WE MADE IT! On Monday morning the EMPL Committee of the European Parliament has voted to limit the Occupational Exposure Limit (OEL) which determines the number of asbestos fibres per m3 air allowed in workplaces without dedicated protection measures.
Agreement in municipal sector while firefighters plan strike
The SKVNS trade union has signed a new collective agreement in the municipal sector that will deliver a 5% pay increase, reimbursement of travel-to-work costs on public transport, 100% allowance for work on holidays and extra time off for parents. Meanwhile the SPGS firefighters’ union is planning a 48-hour strike on 30 June in protest at the government’s failure to engage in any proper social dialogue over a period of more than 14 months. The union wants to negotiate a collective agreement but also wants a guarantee that the government will also implement existing commitments.

Firefighters win working time case
Five firefighters are set to receive a total of almost half a million euros in compensation following a victory in a legal case on working time supported by their union, JHL. The city of Jyväskylä will have to pay the unpaid wages and the costs incurred by the union. The Labour Court ruled unanimously that the firefighters should have been paid in full for working time for periods on standby. In a system in force between January 2004 and the end of March 2016, the firefighters were required to arrive at the fire station within five minutes of the alarm being sounded.
