Public sector federations in the CCOO confederation and the UGT-SP federation have welcomed confirmation that a 0.5% pay increase (backdated to January 2023) will be implemented in line with the last three-year pay agreement. On 3 March the FSS-CCOO and FeSP-UGT federations signed a new three-year collective agreement covering around 300,000 workers in the public residential care sector. The agreement runs until 31 December 2025 and was secured after negotiations lasting for almost five years. It includes salary increases of 4% this year and 2.5% in both 2024 and 2025. A salary update clause means that there could be additional adjustments depending on developments in inflation. There will an hours reduction calculated on an annual basis with an 8-hour cut in 2024 and a further cut of 12 hours in 2025. Improvements

Care sector unions in the CCOO and UGT confederations have managed to negotiate substantial pay increases for social care workers in the first collective agreement covering residential and day-centre care in the Balearic islands. The agreement covers around 4000 workers and provides for pay increases of more than 41% staged over the next four years, 22.42% from June 2023, 5.81% from June 2024, 5% from June 2025 and 3.86% from June 2026. The FSC-CCOO and FeSP-UGT public service federations have ensured that government employees working overseas will be covered by a proper process of collective bargaining. As a first step to address the lack of proper pay bargaining over the past 14 years, the unions have agreed a 3.5% pay increase for all overseas workers backdated to 1 January 2022. Negotiations over a pay rise for 2023 will begin in the first quarter of the year along with bargaining over a range of other issues including telework, the 35-hour week, equality plans and an updating of the 2008 agreement on working conditions.

The LSADPS health workers’ union reports that its members in public health will benefit from pay rises of around 14% from the beginning of this month. This is based on the collective agreement negotiated by the LSADPS and eight other health sector trade unions in 2021 and updated in October of last year. Along with higher basic pay there are increases to the coefficients on which salaries are based and these will apply to the members of the trade unions that have signed the agreement. Five health unions (CCOO, SATSE, ELA, LAB and UGT) are continuing to work together in a long-running campaign to secure increased funding for primary care in the Basque region. Their latest initiative involves demonstrations at health centres right across the region on 22 December. The unions are calling for action on staffing with the creation of 1000 new posts, the transfer of thousands of temporary workers to permanent contracts and an end to excessive use of temporary hiring. The unions are also calling on other campaign groups to join the protests.

EPSU affiliate the LSADPS and eight other medical trade unions organisations have negotiated a new three-year collective agreement that runs from 1 January 2022 and covers workers from the entire health sector, who are members of the trade union organisations involved in the negotiations. This is the first time all trade unions have come together to sign one sectoral collective agreement. A combination of factors mean that wages are set to increase by an average of 10.9% in 2022. Workers in the SEPE public employment services are set to take two days of strike action in March to demand urgent action to address understaffing and overwork. The workers are represented by the FAC-USO public service union which has written to the Minister of Labour warning of the exhaustion faced by staff who have faced the massive increase in work over the past year in dealing with additional benefit payments and processes related to ERTE company restructuring schemes. So far, the ministry has acknowledged the problem of staffing but has not proposed a concrete solution. The union
