A new report from the Swedish Association of Health Professionals (SAHP) shows that more than four out of 10 young people up to the age of 29 do not believe that they will stay in healthcare for the rest of their working lives. Survey evidence from members of the Kommunal trade union paints a worrying picture of staffing levels in homes for the elderly over the summer. The union asked its local union representatives about staffing levels with as many as 62% saying that staffing will be insufficient and only 3% stating that staffing will be adequate. After a month of strike action, the Fagforbundet, Delta and education trade unions have been able to secure an agreement with the PBL private childcare employers’ organisation on new pension arrangements. Workers will be able to build up a lifetime contractual pension from 1 January 2025 which will be comparable to that available to municipal employees. In addition, the percentage rate paid by employees for their own occupational pension will be reduced from 3% to 2.5% per cent in 2023, then down to 2% per cent when the new scheme is established. The employer's share is increased accordingly.

The FESAP federation of public service unions, including the SINTAP trade union, has written to the prime minister calling for a state budget in 2023 that would allow for pay increases across the public sector and a wide range of improvements in other employment conditions. The SEP nurses’ union took part in a week of action (7-11 December) coordinated by the CGTP trade union confederation. For the SEP the key issues are precarious employment, recruitment and working time. Vision and Kommunal, the trade unions representing workers and managers in eldercare, have issued a joint call for action on working conditions and work organisation to address the long-standing problems in the sector that have been highlighted by the COVID-19 crisis. The unions underline the importance of continuity of care that they say is best delivered through a stable base of long-term and full-time employment. They have set a target of increasing the proportion of permanent employees to 90 percent. They also want to see a benchmark of 25 employees per manager in the elderly care to help

Kommunal, the municipal workers' union, has negotiated an agreement with the SKR local and regional government employers' organisation to provide for more staff and training in eldercare. The government has provided an additional SEK 2.2 billion (EUR 210 million) in 2020 and 2021 to cover the extra staffing. Kommunal wants to ensure that workers are taken on on full-time contracts and training takes place during paid working time and is line with the existing training provision for nursing assistants and nurses.

Municipal services union Kommunal reveals that 16% of workers in eldercare still don't have access to personal protective equipment (PPE). Although this figure has fallen from 37%, the union says that is still unacceptable and is also concerned that around a fifth of workers say that their workplaces are not following proper hygiene practices. Eldercare workers are not just calling for more PPE but also increased staffing to help deal with the impact of the pandemic which the union argues is far from over.
