Eight public service trade unions – CFDT, CFE-CGC, CGT, FA, FO, FSU, Solidaires and UNSA – met on 24 January and issued a joint communique condemning the absence of any measures to increase public service pay, particularly in context of sustained inflation. The unions are calling for immediate negotiations to address issues around careers and salaries and have rejected President Emmanual Macron’s talk of better recognizing "merit" as a tactic to avoid the urgent need to improve pay and conditions. Eight public service federations – CFDT, CFE-CGC, CGT, FA, FO, FSU, Solidaires and UNSA – have issued a joint statement on the need for urgent action to improve pay for civil servants and public sector employees. The unions argue that the five index-point increase for public sector workers implemented this year was already foreseen in 2023 and that no further increase is planned for 2024. Independent unions at the scandal-hit care multinational Orpea, have managed to make positive gains in annual negotiations. The CGT reports that the situation has now changed significantly since the position of the in-house union was challenged with the CGT, CFDT and FO winning their case against the company for rigging workplace elections. The CGT says that pay increases this year for non-management staff range from 3% to 7% depending on length of service while management staff get 1%-4% again depending on length of service and whether they benefited from salary adjustments in 2022 or 2023

After six weeks of strike action the CGT trade union has secured a monthly increase of €200 for workers in the GRDF gas distribution company. The first increases will be implemented in January with increases ranging from a minimum of €50 up to and €87. The CGT is concerned about any attempt to intimidate strikers and has warned GRDF's management against any action that could be taken against striking employees, whether in terms of disciplinary

In the main (IEG) electricity and gas sector negotiations the CGT, CFDT and FO unions have agreed a 2.3% increase on the basic national salary for 2023 with a minimum guaranteed increase of €1040 for the year (€80 on the monthly salary over 13 months), along with individualised increases worth 1%. The CFE-CGC union refused to sign arguing that the increase was inadequate. As of 1 July, the index point used to calculate public sector salaries was increased by 3.5%. This is the first increase in the index since 2010 and while welcomed by trade unions, they underline the fact that the increase neither compensates for current inflation nor begins to compensate for long periods when the index has been frozen. The CGT has called for an increase of 10% while FO points out that there is a long-term fall in purchasing power of 25% that needs to be addressed. Both the CFDT and UNSA see the increase as inadequate but a first step.

In a joint statement, public service trade unions have called on the government to negotiate on a pay rise for public sector workers. On 14 March the public service minister announced that the index point upon which public sector salaries are based would be increased by the summer. This would be the first increase since February 2017. Public sector unions are calling for a minimum and immediate increase of around 4% to compensate for the current surge in inflation but to allow for negotiations over further increases in response to rising prices and the fall in real value of the index. Seven trade union federations representing customs workers are coordinating a day of strike action on 10 March. The unions are angry about the lack of investment and cuts in jobs across the service. They have produced evidence in a survey of workers that found over nine out of 10 employees concerned by the incessant reforms and restructuring and just under nine out of 10 complaining of a deterioration in the quality of services provided. Public service federations are highlighting the sustained loss of purchasing power suffered by public sector workers as the government has again decided to freeze the index point on which salary calculations are based. There will be a small increase for the lowest paid workers but this is only to ensure that the lowest pay rates do not fall below the national minimum wage. The loss of purchasing power is estimated at over 20% over the course of the past 20 years, with the index frozen since for 10 years apart from a small increase in 2016-17.

On 13 July all nine trade union federations in the public service signed a new agreement on telework covering the whole of the public sector. The framework agreement requires employers across the three pillars of the public sector – local authorities, ministries and hospital services – to begin negotiations to implement the agreement at local level by 31 December this year. The agreement covers all the key issues relating to the voluntary nature and reversibility of telework, health and safety, gender equality, data security and privacy and working time and the right to disconnect. After action earlier in the month across health services, more action has taken place across the public service. On 15 June, there were strikes and mobilisations by workers in national ministries as well as by civil servants in the directorate of interdepartmental roads. In the former the main focus was on pay and the declining purchasing power of civil service salaries while in the latter the main concern was a decentralisation of the directorate to regional government. The union’s concern was about the impact of the decentralisation on staff with no guarantees on jobs and pay. Meanwhile

Trade unions representing workers in the public finance directorate (DGFiP) will be taking strike action on 10 May in protest at the continuing restructuring of the organisation and to defend workers’ rights and working conditions. The unions say that 30000 jobs have been cut since 2008 and a long-running process of restructuring has been carried out with digitalisation a key driver. They want a hold on restructuring and relocation and are concerned that the digital transformation and other changes are having a negative impact not just on the workforce but also on the quality of service. Nine trade union federations have sent a joint letter to the public services minister calling for immediate pay negotiations. The unions are concerned about the long-term erosion of purchasing power. At the beginning of this year the national minimum wage (SMIC) rose to EUR 10.25 an hour (EUR 1554.58 a month) and this meant pay rates at the bottom of the Category C public sector pay grade fell below the minimum. Instead of increasing the index point on which all public sector salaries are based, the government simply added two index points to these lowest pay rates. The unions point out that

Following the national protests and strike action on 8 and 15 October, health and social care trade unions are building for the next national day of action on 14 November. The unions are calling for increased funding for health and social services and measures to increase staffing and improve the pay and conditions of workers in the sectors. On the same day unions representing workers in the finance ministry and customs will be protesting over plans for major restructuring that poses a threat to jobs and services.
