Work-life balance, Switzerland, Denmark

Following the article on Iceland, the latest in the series of articles on working time commissioned by EPSU from the Labour Research Department focuses on developments in the other Nordic countries. While several unions in Sweden have put shorter working time on the bargaining agenda (see also article on Sweden in this newsletter), there are only a few cases in social care where a shorter working week has been implemented. More than 12,000 members of the DSR nursing union took part in a consultation over what should be the main demands in the upcoming collective bargaining negotiations in the public sector. The DSR has selected the main elements focusing on higher pay and better protection of leisure time. The union will aim for as large a percentage wage increase as possible that would recognise the large increase in workload and demands for flexibility during the pandemic and the need to recruit and retain health staff. The health conference of the vpod public service union has called for action to tackle the stress, long working hours, involuntary part-time work and low pay in the sector which is part of the persistent discrimination faced by women workers. The union wants to see a revaluation of pay of health and care jobs to recognise the arduousness and increased responsibilities of many occupations. Vpod is also calling for major improvements to work-life balance, reductions in working time, better shift planning, possibilities for retirement from 60 and provision of necessary training. The union says

The federal collective bargaining committee, including public services union vpod, is calling on the government to include in the 2020 budget funding for a pay rise to fully compensate for inflation. It also wants a minimum increase CH 200 (EUR 175) per month to the benefit of lower paid workers. The positive fiscal situation means that the government is also committed to a pay rise in 2019 to cover inflation. The unions also want concrete measures on work-life balance for those with caring responsibilities.

The HK Kommunal municipal union has received plenty of input from members and activists as it prepares its claim for the upcoming negotiations. Over 7000 contributions with 20000 suggestions have been submitted to the union covering a wide range of pay and conditions. Some of the key issues highlighted by the union include the need to maintain competence funds that provide for education and training and the call for action to tackle stress. Time off to deal with care responsibilities is also a common demand, particularly from workers with caring responsibilities for older people. There are

(February 2017) Negotiators in the private manufacturing sector signed a new three-year deal last month. This is seen as a key agreement setting the pace for negotiations in other sectors. In the public services, the FOA union noted in particular the proposals for new funding and rights for workers for training as well as improved parental leave. FOA also underlines the flat-rate, two-crown (EUR 0.3) increase in the minimum hourly pay rates in each of the three years of the agreement. Which will take the minimum to DKK 117.65 (EUR 16.1) by 2019.
