A trade union alliance involving the CNE, CSC Services Publics, CGSP, SETCA, CGSLB and SLPF coordinated a demonstration in Brussels on 26 April to raise concerns about the state of childcare provision. The protest involved a delegation meeting with the minister for children and health in the Brussels-Wallonia Federation with demands to tackle the long-standing problems of understaffing and precarious work and to prevent the extension of private, for-profit provision across the sector. The union were supported by non-profit providers in the sector.

The SuPer health and care union has published findings from a survey of workers in early years education that found more than half (53%) of respondents felt that the quality of service had deteriorated over the past five years with insufficient staff seen as the main problem. Over 1,000 union members replied to the survey, with 88% saying that they had experienced staff shortages in their work unit on at least a monthly basis. A survey of childcare staff by the JHL public services reveals worrying levels of exhaustion among workers with more than half saying they experience it least weekly and more than 60% experiencing exhaustion every month. Some 70% of the more than 2200 respondents had been in the sector for more than 10 years. The union says the results are alarming and underline the urgent need for more staff to prevent a full-blown crisis. Several unions representing workers in early years education came together on 5 May in a day of strike action and a demonstration in Brussels. Workers are angry about the impact of the pandemic on the sector and the failure of the authorities in the Wallonia and Brussels regions to address their concerns. The unions were also demanding a revaluation of pay in the sector and a range of other measures to deal with staffing issues, leave, contracts and increased public funding.

A new agreement between unions, employers and the Flemish government has delivered a range of benefits for workers in various health and social services in the non-profit sector. Overall, there will be the equivalent of 3,716 new posts to help tackle high workloads. There will be a general 1.7% increase in wages but with some additional increases for those on the lowest pay rates and those will long service. The JHL public service union that represents 22000 workers in childcare has called for major changes to the draft law on early years education and care. The union argues that the proposals wrongly target changes in qualifications and employment structure in the sector rather than dealing with the fundamental issues of numbers of staff and staff:children ratios. The union warns that the suggested and unnecessary educational requirements will cause major employment problems in the sector.
