Water board employees have voted to accept a new collective agreement that includes a 3.5% pay increase backdated to 1 January this year with a further 3.25% rise as of 1 April 2019. The deal also includes a EUR 500 lump sum payment and changes to the individual choice budget worth a further 0.75% of salary. The individual choice budget allows workers to choose how they take improvements in pay and conditions - for example through increased leave or other benefits. The FNV trade union will also be talking to management about performance-related pay.

Trade unions representing workers in the electricity, gas and water sectors organised a day of strike action on 17 December. The unions are concerned that changes to procurement rules will lead to more outsourcing and so threaten jobs, pay and conditions and the quality of services. Meanwhile, unions organising in the private health sector began a series of regional actions with a strike in Lazio on 14 December as part of a campaign to secure a new sector agreement covering 150000 workers. It is 12 years since the last agreement was negotiated.

The ADEDY public sector confederation will be joining with the GSEE private sector confederation and other trade union and professional organisations in a 24-hour general strike on 30 May in protest at the continuing austerity being imposed on workers and citizens. ADEDY says that public sector workers are still suffering from pay cuts of up to 40% while more precarious working conditions have spread across the public services and there are critical staff shortages in important areas of health and social services.

A new collective agreement for the workers in the water sector came into effect on 2 May and will run for two years. The agreement covers a wide range of pay and conditions and includes an increase on the sector minimum wage, higher rates for night work, a special procedure to protect trade union members against dismissal, additional paid annual leave for parents, for studying and for trade union events) and an annual one week sport event for all workers in the sector.

Over 70000 workers joined the initial round of warning strikes in support of the negotiations covering federal and municipal workers. The focus was on the North-Rhine Westfalia region but further action is planned around the country, involving a broad range of workers from childcare and water to administration and transport. The services union ver.di is determined to secure a real wage increase for all workers, ensuring that any percentage rise is underpinned by a flat-rate amount to benefit lower paid workers.

Workers at the Aguas de Portugal (AdP) water company are considering strike action if a number of key demands are not met. Apart from improvements in pay and career development, the workers want to see a progressive reduction in working hours and measures to address the fact that restructuring of the company has lead to many workers being on different rates of pay despite having the same length of service and responsibilities. Unions mobilised on the 27 March to put pressure on management which has so far failed to address these issues.

Workers in the Aguas de Portugal water company have been meeting across the country to ensure strong support for the strike action planned for 24 April. The action is over a number of major issues including low pay, career development, working time and reasserting the right to collective bargaining. Local government union STAL says that pay levels for some workers are intolerable with some on rates as low as EUR 586 a month and about 700 workers on less than EUR 750 a month. The union wants to see an end to precarious contracts, an equalisation of rights to various allowances etc. across the

(July 2017) Four unions at the Veolia water company took strike action on 3 July in a protest at the company's announcement of a plan for job cuts. The unions have called for negotiation of a proper plan for training and retraining and have rejected compulory redundancies with a call to defend local jobs. The unions involved in include the CGT, FO, CFE-CGC, CFTC and UNSA.

Unions at the Veolia water company have announced strike action in protest at the company's latest plans for restructuring, the fourth in three years. The unions are angry that a further 572 jobs are due to go by 2019 after 2000 have already been cut since 2014. They are particularly concerned that this time the company has not ruled out compulsory redundancies which the unions say would be the first for the sector. The unions say the cuts aren't justified in terms of the company's economic performance and they want the company to withdraw the threat of compulsory redundancies and begin a

Trade unions at the Veolia water company are taking strike action over the company's plans for restructuring - the fourth in only three years. These will impact on over 1500 posts with 572 specified as job cuts. The unions are particularly angry that the company is talking about compulsory redundancies. This would be a first for the sector. The unions want the company to withdraw this threat and to properly negotiate over the changes with a view to providing workers with training and retraining opportunities.

The pay freeze and job cuts in the public sector have prompted action by some unions in February with the CGT taking strike action on the 5th and FO organising a week of action 3-10 February with a national demonstration on the 7th. Their principal demands focus on unfreezing pay, stopping the job cuts but there are also broader demands about the minimum wage and a fairer tax system. Fairness is also one of the factors behind the unions' joint call for strike action across the energy, water and waste company Veolia which employs 50000 workers in France. The unions UGT-FICA and FSC-CCOO are both very positive about negotiating a new four year agreement with the AGA employers' organisation in the water sector. The agreement will run until 2022 and covers around 20000 workers. There will be a 3% pay increase in each year but there is also an opening clause if inflation exceeds this figure. Working time is reduced by eight hours with annual total of 1744 from 2020. There is a wide range of other measures relating to health and safety, work-life balance, equality and digitalisation among others.

Health workers across Portugal took strike action on 1 July over a range of issues, not least pay increases to protect purchasing power. The SINTAP trade union highlights some of the key demands that include major issues relating to careers and career development, subsistence allowances, ensuring that all workers are on the single employment contract and strengthening the National Health Service in terms of both finance and staffing. Meanwhile, members of the STAL union joined the national strike in the ADP water company that is part of a long-running campaign to win improvements to pay

In contrast to the continuing challenge to get the central government to award a general pay rise to public service workers and sign a collective agreement, the SSM confederation reports that unions are having considerable success at local level. The UPOZ and SUTKOZ trade unions are negotiating collective agreements with municipalities and local utilities companies, securing the targeted pay increase of 2806 denari (€45) and even setting up new trade union organisations. Recent deals have been negotiated in Stip, Prilep and Struga.

January will see further action by the STAL municipal services union and the Fiquemetal industrial union as they continue to campaign to the get the AdP water company to abide by and properly implement the collective agreement negotiated in 2018. The unions are also calling for pay increases for AdP workers and application of an allowance for arduous work. The two unions have been coordinating action and organised a joint national strike in June with a range of demands including a €90 pay increase, measures on career development and cuts to working time.
