The results of a pilot project on the 4-day week involving a range of companies in Ireland show the potential for how a shorter working week can contribute to a better work-life balance and increased well-being for workers. The pilot was backed by the Fórsa public services union which welcomed the results and the fact that the employers in the project were all planning to continue the 4-day week arrangements. Public services union Fórsa has welcome the government’s decision to accept an independent body’s recommendation for working time to be restored to pre-austerity levels for virtually all public servants from 1 July 2022. The additional working hours were imposed in July 2013, increasing the standard working time of civil and public servants to 39 hours for those who previously worked between 35 and 37 hours, and to 37 hours for those who previously worked 35 hours or less. Public service trade unions Fórsa, SIPTU and INMO have welcomed the decision to pay a €1000 tax-free bonus to all those who worked in clinical, COVID-exposed environments and in a separate development to reduce working time for public service workers to pre-austerity levels. The Fórsa public service union is urging its members to back the four-day week campaign by signing up to a global petition to encourage employers to pilot a four-day working week. The initiative seeks to identify and recruit employers to trial a shorter working week without loss of pay or productivity. The aim will be to reach out to employers identified with significant employee support and encourage them to join the global pilot in 2022. Participating employers will receive the support of experts from the four-day week organisation and university researchers from Harvard, Oxford and Boston

Additional unpaid working time introduced as an austerity measure eight years ago continues to be a drain on morale and productivity across the civil and public service. That’s according to a report by the public service committee of the ICTU confederation. Public service unions Fórsa and SIPTU have called for urgent action to better protect healthcare and childcare staff against the COVID-19 virus. Fórsa says that figures show over 9000 health workers were infected at the beginning of last month and that many are being pushed back to work too quickly by local management in response to increased demand and shortages of staff. Public services union Fórsa believes that working time should be an important element of any discussion around telework/remote working. The union is preparing a response to a government consultation on remote working as well as a guide for negotiators. It is estimated that up to a third of employees in Ireland were remote working at the height of the COVID-19 emergency and the union now wants to ensure that conditions for telework are fully negotiated with proper safeguards and that emergency arrangements are not simply made permanent.

The SIPTU health union has reiterated its demand that the government publishes full details of where over 7,600 workers have tested positive for Covid-19. The union says that the data is needed to identify any Covid-19 hotspots and to understand if health workers were exposed due to the lack of personal protective equipment (PPE) or poor enforcement of protocols. It will also allow the union to find out how these workers were treated by their employer. SIPTU is also concerned about health workers taken on by employment agencies who are not covered by Covid-19 paid leave or ‘death in service’

Unions in the UK and Ireland are both making moves towards a four-day week campaign with the TUC's initiative in the UK gaining momentum with support from the Labour Party. The TUC's conference last year put a four-day week on the agenda and last week's Labour Party conference set out the 10-year objective of a 32-hour week without loss of pay. Meanwhile public services union Forsa was the first Irish union to back a new coalition of businesses, environmental and other campaigning organisations to support a Four Day Week Ireland campaign for working time reduction.

Reducing working time has emerged as a key issue for public services union Forsa. As part of another element of the austerity package agreed in 2013, lower and middle-earning civil servants saw their working time increase by 2.5 hours a week without any increase in pay. At the same time higher earners (those on over EUR 65000 a year) took a pay cut. However, that pay cut was restored by January 2018 and so Forsa is now arguing that it is only fair that lower and middle-earning civil servants, mostly women, should return to their pre-crisis working hours. Unions representing nurses and midwives have been in the Labour Court where hearings continue over a new contract. Both the INMO nurses' and midwives' union and the SIPTU general union have strong objections to the government proposals. The unions point out that the working time arrangements would be too rigid for an overwhelmingly female workforce as would reducing shifts to only four hours or requiring nurses and midwives to work up to 45 km away from their normal workplace.

Following a surge in interest among local branches, the Forsa public services union has launched a debate about working time reduction with an international conference in Dublin on 22 November. The union underlines the potential of digitalisation to increase productivity and create the potential for a shorter working week. The conference included contributions from the UK where the Trade Union Confederation has called for a four-day week and from Germany where the IG Metall engineering union has negotiated major new agreements providing the potential for employees to reduce their working time.

The SIPTU services union has negotiated an agreement that could provide significant improvements to the pay and conditions of around 8000 home care workers employed in the community sector. The workers will have a guarantee that travel time will be include in the calculation of their pay and working time and the new deal should see them benefit from a proper valuation of their work, with minimum qualifications to be set for new workers and an end to precarious work.
