Last month the Wage Structure Committee produce a detailed report on pay in the public services as a basis of a tripartite discussion that is due to begin in the autumn and that will have an impact on negotiations of the next three-year collective agreements in the public sector that will run from April 2024. After 10 weeks of action, the strike coordinated by the DSR nurses’ union was brought to an end by government intervention. This means that a recommendation by the conciliation commission will be imposed even though it had been rejected by a large majority of DSR members. The union argues that the government is deaf to the long-standing demands of nurses over the unfair pay structure in the public sector. The DSR nurses’ union has given notice that it will extend its strike action over pay to more health institutions around the country and it also organised a national demonstration in Copenhagen on 14 August. Members of the union voted to reject the national public sector collective agreement earlier this year because it failed to tackle the longstanding issue of the undervaluing of nursing occupations. The strike began on 14 June and the union has announced five extensions in advance with the latest one planned for 7 September involving a further 281 nurses.

Following the rejection of the mediation proposal last month, nurses have continued their strike action for higher pay. The DSR nursing union membership voted to reject the public sector deal negotiated earlier this year because it failed to address low pay in the sector. The union has been highlighting recent data to support their case including a fall in applications for nursing education to the lowest level since 2013. The DSR nurses’ union organised industrial action on Saturday 19 June following a two to one membership vote to reject a conciliator's mediation proposal for a new agreement. Earlier this year the DSR membership rejected the main municipal and regional government collective agreement, calling for a higher pay rise for nurses. The conciliation process failed to deliver a result that the membership could endorse and so action involving around 5000 nurses went ahead. The FOA trade union has welcomed the government decision to set up a committee to examine the problem of pay inequality. FOA has been part of a large group of trade unions that have been pushing for new measures to achieve pay equality. While collective bargaining has been able to deliver some improvements public service unions argue that the problem requires a broader political approach. The committee will analyse the pay gap across all sectors and is due to report in May 2022.

Fifty-one public service unions are backing a further call on the government to engage in tripartite negotiations to tackle the gender pay gap. The recently concluded three-year public sector agreements include specific amounts to reduce the gap, as did the previous agreements in 2018. Members of the DSR nurses’ union have voted to reject the proposed collective agreement for 2021-23 negotiated for local and regional government. The voting process is currently being carried out in other public sector unions and the full result won’t be know until around 21 April. The DSR argues that nurses have been left behind in terms of pay when taking account of their level of education, responsibilities and tasks. Public sector workers will be covered by two new three-year agreements running from 1 April to the end of March 2024. The agreements covering municipal and state sector workers both have an overall value of 6.75% of the pay bill over the three years but the amounts are distributed differently. In the municipal agreement there will be a 5.02% general increase but there will be additional amounts allocated to address low pay, equal pay, recruitment and organisational issues, taking the overall increase to 5.94%. More than 12,000 members of the DSR nursing union took part in a consultation over what should be the main demands in the upcoming collective bargaining negotiations in the public sector. The DSR has selected the main elements focusing on higher pay and better protection of leisure time. The union will aim for as large a percentage wage increase as possible that would recognise the large increase in workload and demands for flexibility during the pandemic and the need to recruit and retain health staff. The FOA trade union – the largest in public services – has set out its main demands that will be discussed by public service unions in the lead up to negotiations for the local and regional government agreement that expires at the end of March 2021. The union wants to see a flat-rate rather than a percentage wage increase. An increase set in Kroner would benefit lower-paid occupations which are dominated by women and so contribute to reducing the gender pay gap. The Co-Industri group of manufacturing unions has negotiated a new three-year agreement covering 230,000 workers in the private sector and setting the pace for the current bargaining round. The agreement includes a number of significant improvements in areas like work-life balance (paternity and parental leave), sick pay (14 weeks on full pay, up from nine), training and education and pensions, with pension accrual starting from 18. A new report by VIVE, the Danish Centre for Social Science Research, provides further confirmation that pay inequality is a major structural problem facing the public services and particularly the care and social service sectors. The research shows that average wages in a sector fall as the proportion of women workers rises and that an annual average salary of DKK 30000 in a sector dominated by men falls to DKK 24150 in a sector dominated by women. The mediator in the public sector pay dispute has extended the official period of mediation. Unless she decides to end the mediation early then this means that the unions cannot take any strike action until 6 May and employers cannot impose their threatened lockout until 12 May. In the meantime unions are still mobilising their activists and public services union FOA organised a meeting of 2000 worker representatives which reaffirmed their determination to push for a real wage increase as well as special measures to address low pay and pay in occupations dominated by women.

Public sector unions brought together over 10000 shop stewards to debate the way forward in the current conflict over pay and conditions. When the employers failed to come up with an offer on pay, negotiations broke down and a mediator was called in. The unions announced that strike action would take place on 4 April if mediation didn't work. The action would be targeted and involve only 10%-15% of public sector workers. In response, the employers said that they would implement a massive lockout on 14 April covering 90% of state workers and 50% of municipal workers. Mediation is continuing
