Massive support for strikes but government intervenes in health sector
Public service unions report very high levels of support for the national strike action on 14-15 February. All sectors of the public services were affected and this gives strength to the unions' claims to end the 10-year pay freeze and to address a wide range of other issues including career progression. Unions take action in public services and Veolia
The pay freeze and job cuts in the public sector have prompted action by some unions in February with the CGT taking strike action on the 5th and FO organising a week of action 3-10 February with a national demonstration on the 7th. Their principal demands focus on unfreezing pay, stopping the job cuts but there are also broader demands about the minimum wage and a fairer tax system. Research publications reveal extent of workplace cancer risks
The ETUI research organisation has published a new report and issue of its health and safety magazine, HesaMag, that both cover the risks of workplace cancers. As many as 100000 deaths a year are linked to workplace carcinogens but it is not just hazardous substances that are of concern. The ETUI publications also cover other risks such as night work which has been linked to higher risk of breast cancer with some specific cases affecting hospital staff. Slow progress in energy network sector negotiations
Negotiations over a new collective agreement to cover energy network companies have yet to make progress 10 months after they first got underway. A trade union demonstration outside the venue for the negotiations highlighted the main demands for a 3.5% pay increase, measures to reduce temporary work and other excessive flexible working and an initiative on sustainable working time. The working time initiative is aimed at older workers and would offer them the chance to work 80% of their normal hours for 90% of normal pay while protecting 100% of their pension entitlement.

To mark the 40th anniversary of Convention No.151, the ILO has published a new paper based on a desk review of social dialogue in public services as well as of the EU social dialogue committees in central governments and in hospitals.

Union steps up action against proposed dismissal law
The JHL public services union stepped up its industrial action against proposed changes in dismissal rights with a 48-hour strike by around 10000 members who work in cleaning, property maintenance and food service sectors and sports and culture services. Two reports analyse extension of collective agreements and social dialogue in public services
The International Labour Organisation (ILO) has published two reports on collective bargaining and social dialogue. A working paper on social dialogue in public services was published to mark the 40th anniversary of ILO Convention 151 on labour relations in the public services. It covers three of the European social dialogue committees in which EPSU is involved along with examples of how social dialogue works in Italy, Denmark and the Czech and Slovak Republics. Union raises concerns over waste sector deaths
The GMB general and public services union has raised concerns about safety in the waste sector. The union says that official figures show that deaths among refuse workers rose from eight to 12 last year while staff faced 1,000 instances of dangerous driving every single day. The GMB points out that workers are facing these serious threats to their safety while having seen their pay plummet in real terms since 2011.The average earnings of a refuse worker are just over £19,000 a year (EUR 21250), 7.4% lower in real terms than in 2011.
