The UK trade union movement has been angered by the government’s rushed draft legislation to impose minimum service levels on public service strikers. The government claims it is bringing the UK into line with countries like Italy and Spain but fails to acknowledge the different systems in those countries that guarantee the right to strike and impose no requirements on balloting for industrial action. A successful legal case backed by the UNISON public services union means that employers will no longer be able to mistreat workers who take part in union-organised workplace disputes. UK law had previously prevented employers from sacking staff, but not from disciplining or making life difficult for them. The employment appeal tribunal (EAT) case was taken by care worker Fiona Mercer against the Alternative Futures Group. She had been involved in a long-running dispute and was disciplined, suspended, and prevented from going into work by her employer. The EAT said that UK law was not compliant

A nine-month long dispute between the PCS civil service union and contractors ISS and Aramark could be near to conclusion if details of a pay offer are confirmed. The companies provide services to the Department for Business, Energy and Industry Strategy which has indicated that the contractors may meet the union's demand to pay the London living wage of £10.55 (EUR 11.80) an hour. Meanwhile, the union is planning another five days of strike action in another long-running dispute, this time over union recognition at the contractor Interserve which provides services for the Foreign Office.

Two groups of outsourced workers providing services to central government took strike action in the week beginning 21 May. Cleaning, catering and security staff at the Department for Business, employed by the Aramark and ISS companies, took four days of action over their demand for a living wage of GBP 10.55 (EUR 12) an hour. A ballot for strike action carried out by civil service union PCS has produced a massive majority (86%) in favour of strike action over pay. However, the vote is invalid because of restrictions on public sector strike action introduced two years ago by the Conservative, centre-right government. Under the rules public service unions need to achieve a 50% turnout in the ballot and on this occasion it was 41.6%. After the recent success of public service union UNISON in getting the courts to end the government's policy to charge workers for the right to take employment tribunal cases, UNISON and the PCS civil service union have celebrated two further court victories. UNISON's second success came in another landmark case that will effectively require employers to consult over workplace restructuring such as redundancies. The PCS victory was in a judicial review of government cuts to the civil service pension scheme which the government now has to withdraw.
