The two main trade union confederations – FGTB/ABVV and CSC/ACV – are jointly organising a national demonstration on 6 December. They want to raise the problem of defending living standards as inflation increases, particularly driven by soaring energy prices. The confederations want to ensure that there is real space for proper negotiations and are challenging the provisions of the 1996 law that restricts the scope for pay increases. Public service trade unionists from Central, Eastern and South East Europe met online last week (16-17 November) to discuss the challenges they face in asserting their fundamental rights to organise, negotiate and take strike action and ensuring that all workers are protected by ILO or EU labour provisions.

Leaked documents show UK government supports anti-union labour reform Ukraine - undermining European Union policy
These leaked documents show that the UK government via its development aid arm (UK Aid) and the UK embassy in Kiev is funding consultants to assist the Ukrainian Ministry of Economy in selling its neo-liberal market reforms to the Ukrainian people.
SIPTU, the union that represents around 6000 workers in early years education, has welcomed the government’s decision to increase funding for the sector with an additional €69 million in the 2022 budget. With average pay at €11.91 an hour, the union is calling for urgent action on pay in order to tackle recruitment and retention in the sector where around four in 10 workers are looking for alternative employment. SIPTU is calling for pay talks to begin as soon as possible in the newly established Early Years Joint Labour Committee where a negotiated pay increase will be legally enforced.
Around 5000 workers in early years education joined a noisy demonstration outside the education ministry on 14 October. The protest covered both public and private sectors and was organised by the younion, vida and GPA trade unions, with the support of the ÖGB trade union confederation. The unions have been frustrated by the ministry’s refusal to invite them onto the advisory board that debates key issues affecting the sector. Thousands of trade unionists took to the streets of Kiev again on 7 October in their long-running campaign against government proposals for labour reforms. The legal changes have been condemned by the international trade union movement and clearly contravene key International Labour Organisation conventions. The demonstration was also used to call for a range of measures including increases to the minimum wage and social benefits.
The Fagforbundet and Delta trade unions have negotiated pay increases for workers in early years education in the private sector. A survey of over 19,000 staff in early years education carried out for the ver.di services union reveals widespread problems of understaffing and overwork.
