Public service unions take European Commission to court for the first time seeking to enforce social dialogue
On 23 May the European Federation of Public Service Unions (EPSU) will be before the General Court of the European Union bringing a claim against the European Commission for breaching rules on social dialogue (TFEU article 155.2).

Unions call for urgent action as second major outsourcer collapses
Public service unions have called for urgent action to address the immediate threat to jobs and the long-term issue of outsourcing in the wake of the collapse of a second major outsourcing company in two years. Interserve has around 45000 workers and government contracts worth GBP 2.1 billion (EUR 2.45 billion). Unite, the largest trade union in the company, has called for urgent talks in order to address the future of workers employed on the hundreds of contracts for cleaning, catering, facilities management and construction. Slow progress in energy network sector negotiations
Negotiations over a new collective agreement to cover energy network companies have yet to make progress 10 months after they first got underway. A trade union demonstration outside the venue for the negotiations highlighted the main demands for a 3.5% pay increase, measures to reduce temporary work and other excessive flexible working and an initiative on sustainable working time. The working time initiative is aimed at older workers and would offer them the chance to work 80% of their normal hours for 90% of normal pay while protecting 100% of their pension entitlement.

To mark the 40th anniversary of Convention No.151, the ILO has published a new paper based on a desk review of social dialogue in public services as well as of the EU social dialogue committees in central governments and in hospitals.

Union steps up action against proposed dismissal law
The JHL public services union stepped up its industrial action against proposed changes in dismissal rights with a 48-hour strike by around 10000 members who work in cleaning, property maintenance and food service sectors and sports and culture services. The strike is part of widespread trade union industrial action against plans to reduce dismissal protection for workers in small companies.
