The main public sector unions, including federations from CCOO and UGT, have called on the government to ensure that trade unions are fully involved in any discussions about reforming public administration. The government has announced that a group of experts from different fields would be established to analyse and formulate proposals for reform. The unions say that it unacceptable that any such work that will affect the working conditions of public employees in areas like digitalisation, for example, should be carried out without negotiation or union participation. The European and global trade union confederations (ETUC and ITUC) have written to the Romanian government to protest against the decision not to implement a pay increase for public sector workers. The letter also challenges the government on anti-union statements and threats to remove the right of trade unions to collect membership fees through check-off. EPSU also wrote to the government along similar lines in January and followed up this letter in March – with no reply received so far to either letter.

The Sanitas health trade union has managed to negotiate a collective agreement in the sector despite the strict representative rules that make it extremely difficult to negotiate sector deals in Romania. The agreement confirms many of the rights the union has won over the years and ensures that they apply uniformly across the country. Firefighters' unions in Spain and Italy are calling for government action to address a number of longstanding issues. In Italy the FP-CGIL trade union has declared a state of agitation around a number of key demands related to the collective agreement, recruitment, occupational safety, pensions and the right to elect workplace representatives. The union wants to see action to reduce bureaucracy and increase investment.
