Services union ver.di has successfully fought off attempts by the Nord Residenz care company to shut down the works council. On 27 April, the regional labour court in Bremen in North West Germany ruled against the company’s attempts to dismiss the works council chair and her deputy, expel them from the works council and dissolve the works council itself. Nord Residenz is owned by the French multinational Orpea. The main public sector unions, including federations from CCOO and UGT, have called on the government to ensure that trade unions are fully involved in any discussions about reforming public administration. The government has announced that a group of experts from different fields would be established to analyse and formulate proposals for reform. The unions say that it unacceptable that any such work that will affect the working conditions of public employees in areas like digitalisation, for example, should be carried out without negotiation or union participation. Negotiations over a new collective agreement to cover energy network companies have yet to make progress 10 months after they first got underway. A trade union demonstration outside the venue for the negotiations highlighted the main demands for a 3.5% pay increase, measures to reduce temporary work and other excessive flexible working and an initiative on sustainable working time. The working time initiative is aimed at older workers and would offer them the chance to work 80% of their normal hours for 90% of normal pay while protecting 100% of their pension entitlement.

The JHL public services union stepped up its industrial action against proposed changes in dismissal rights with a 48-hour strike by around 10000 members who work in cleaning, property maintenance and food service sectors and sports and culture services. The strike is part of widespread trade union industrial action against plans to reduce dismissal protection for workers in small companies. The unions argue that not only is the change unfair, creating two-tier labour law but also threatens to impact women workers more than men. The International Labour Organisation (ILO) has published two reports on collective bargaining and social dialogue. A working paper on social dialogue in public services was published to mark the 40th anniversary of ILO Convention 151 on labour relations in the public services. It covers three of the European social dialogue committees in which EPSU is involved along with examples of how social dialogue works in Italy, Denmark and the Czech and Slovak Republics. EPSU has launched a legal case against the European Commission and is now waiting for the first formal response. EPSU has taken the case because the Commission refused to submit to the European Council the information and consultation agreement signed in the Central Government Administrations social dialogue in December 2015. Despite signing the European Pillar of Social Rights and making positive statements about social dialogue, the Commission has failed to act to provide important rights to 9.8 million central government workers that are already enjoyed in the private sector. The European Commission has informed the social partners in central government administrations that it will not propose their information and consultation agreement to the European Council for implementation as a Directive. This is a major blow to the trade unions and employers in the sector who signed the agreement in December 2015 specifically with a view to having it implemented as a Directive and to fill a gap in existing information and consultation legislation at European level.

The three health federations - FP CGIL, CISL FP and UIL FPL - have said they will mobilise workers and the community to prevent the threatened outsourcing of nursing and auxiliary jobs at the Umberto I university hospital in Rome. The federations have strongly condemned the proposal that could affect 700 workers, including nurses who work in intensive care and specialist departments most of whom have been at the hospital for many years. Unions at the Veolia water company have announced strike action in protest at the company's latest plans for restructuring, the fourth in three years. The unions are angry that a further 572 jobs are due to go by 2019 after 2000 have already been cut since 2014. They are particularly concerned that this time the company has not ruled out compulsory redundancies which the unions say would be the first for the sector. Proposals to reform the labour code were published owin 31 August with some initial negative reactions from the trade unions. A common response was that the raft of reforms was being put forward before there had been a proper evaluation of the changes that have been implemented in the last four years. After the recent success of public service union UNISON in getting the courts to end the government's policy to charge workers for the right to take employment tribunal cases, UNISON and the PCS civil service union have celebrated two further court victories. UNISON's second success came in another landmark case that will effectively require employers to consult over workplace restructuring such as redundancies. The PCS victory was in a judicial review of government cuts to the civil service pension scheme which the government now has to withdraw.

(June 2017) The IPSO trade union that organises staff at the European Central Bank (ECB) mobilised staff for a demonstration on 7 June in protest at the ECB's long-term use of temporary contracts for staff doing permanent work. IPSO has been pushing for some time now for the Bank to end this practice where some workers have been employed for over five years, in some cases over 10 years, on renewed contracts. In the latest action IPSO also raised objections to the ECB's plans to outsource some services, starting with IT. EPSU sent a message of support.
