Jun. 20, 2016 (June 2016) The union for National Academy of Sciences Workers organised a demonstration outside the parliament on 15 June call for a major increase in spending on science spending. The union points out that, according to the final provisions of the Law on Science, such funding should be 1.7% of GDP by 1 January 2020, but last year it was only 0.3% of GDP, and this year is 0.2%. The lack of funding is having a direct impact on science workers and if there is no increase then employees of the National Academy will either have to go on unpaid leave or work part-time. This is part of a long running campaign by the union which also organised a protest over funding in April.
Feb. 18, 2016 EPSU LetterBackground infoEPSU has written to the Speaker of the Parliament and head of the social affairs committee to express its serious concern about proposed changes to labour law. The changes would impose restrictions on trade unions in terms of membership rights, elections as well as introducing new requirements on publishing financial information. The letter underlines that a number of the proposals are in conflict with International Labour Organisation conventions.
Dec. 18, 2015 UKR-ProtestA large trade union demonstration gathered outside the parliament on 17 December in protest at the latest state budget, drafted under the auspices of the Internationl Monetary Fund. The unions have put forward their own alternative social and employment proposals to counter a budget that will mean more job cuts and as well wage freezes and no change to the living wage. Aug. 17, 2015 The FPU trade union confederation and SEEU state workers' union have written to the President calling for the unions to have a clear role in proposed administrative reform and the pay of local and national civil servants. The union points out that state workers are vital to ensuring that the planned reforms are implemented effectively but they have faced a significant real terms cut in pay. Salaries haven't been reviewed for eight years and high inflation has taken its toll on purchasing power. One key target for the unions is to set a minimum civil service salary at twice the national minimum wage.
Jul. 30, 2015 Letter to ILOLetter to parliamentThe ITUC along with the national confederations - FPU and KVPU - have written to the International Labour Organisation to raise serious concerns about draft legislation that has just passed through its first reading in parliament. The Confederations argue that, if passed, the legislation will undermine trade union autonomy and restrict international union democracy. The joint letter calls for an evaluation by the ILO on the basis that the law would conflict Convention 87 on the freedom of association. The joint trade union body has also written to the chair of the parliament setting out the issues in more detail.
Jun. 26, 2015 Conciliation agreementUnions' demands on governmentAfter several weeks of rallies and picketing the national confederations in dispute with the government over wages, pensions and issues such as energy prices, have agreed to join a Conciliation Commission. However, the confederations have also raised serious concerns with the government about the role of security services in intimidating trade unions leaders. The confederations have received support from the International Trade Union Confederation which has written to the government calling on it to immediately stop the harassment.Read more at > ITUC (EN)
May. 28, 2015 FPU in constitutional process ENThe government has agreed to the proposal of the FPU trade union confederation to include trade union representatives in the Commission set up to discuss changes to the constitution. This will give unions a say in key elements of the constitution, particularly those based on conventions of the International Labour Organisation (ILO). The Ukraine has ratified 62 conventions and another 5-7 are being prepared for further ratification. The unions see this as especially important in the context of the ILO Convention No. 81 on Labour Inspection. Also important is article 44 which guarantees the right to strike. The unions say that the law on settlement of collective labour disputes and realisation of the right to strike have been delayed for months. Further information is in the FPU statement.
May. 15, 2015 Trade unions are in dispute with the government and employers over a range of issues including labour rights and social guarantees. Among the key demands are the call to: repay wage arrears; raise the minimum wage to the level of subsistence; index wages to inflation in 2014-2015; implement European principles of openness of government and conduct effective social dialogue. Trade unions have been using the International Labour Organisation and national legislation to try to assert their rights as well as large-scale industrial and territorial protests.
Apr. 29, 2015 The Federation of Trade Unions has written a letter to the International Monetary Fund (IMF) calling for a softening of the IMF's conditions applied to its financial assistance for the country. The Federation points out that a combination of rising prices and wage arrears has left around 30% of the population below the poverty line. The unions want action to protect the poor and low paid and improved public finances based on a more progressive tax system. The Federation is also calling for a transparent and constructive dialogue with the government and for an agreement with the IMF that provides safeguards for decent work and contributes to a reduction in inequality.
Jan. 27, 2015 ITUC ETUC to Chairman Verkhovna Rade re Support for Social Dialogue 0115The ITUC and ETUC global and European trade union confederations have written to the President, Prime Minister and Parliament to call for respect for social dialogue. While recognising the very difficult political and economic circumstances facing the country the Confederations argue that these should not be used to justify unilateral action. They quote the EU's High Representative Federica Mogherini who has underlined the importance of social dialogue in countries' democratic development. Dec. 17, 2014 In a joint letter to the social affairs ministry, union federations and confederations have expressed a wide range of major concerns about a new draft labour code. They argue it fails to provide adequate protection for employees and is missing some basic key principles such as the right to paid employment and equal pay for the work of equal value. They also point out that there are no norms in the draft Labour Code determining the legal status of the trade unions and that it is also missing rules to regulate collective labour disputes and conflicts.
Oct. 17, 2014 The Federation of Trade Unions organised a major protest outside government offices on 15 October, arguing against job cuts, freezing wages and pensions, fiscal austerity, government failure to undertake social dialogue and in making the socially important decisions without taking into account the position of trade unions. The health workers' union was a significant part of the demonstration, protesting against the threat to 20000 jobs in the health and epidemiological agency.Read more at > EPSU
Mar. 25, 2014 Earlier this year the Health Workers' Union organised a seminar to discuss the main challenges it faces in relation to health reforms and underfunding of the health services. A major issue is the pay system which includes rates of pay set below the national minimum wage. Although, all workers get the statutory minimum it means that the whole pay structure in the health sector is far too low. The union wants the minimum basic salary in the health sector to start at the legal minimum wage. At the moment, for example, nurses (or first grade qualification) are categorised at wage level 9. They actually earn 1,474 UAH (112 €) whereas they would/should earn 2,107 UAH (160 €). As for the other health professions and workers in the public sector under this schedule this means they are all effectively underpaid by about 30%! Read more at > EPSU (EN and report attached in RU)
Nov. 01, 2012 The EPSU affiliate representing workers at the National Academy of Sciences organised demonstrations in Kiev and regional centres on 10 October to protest at planned cuts to the budget and the failure of the government to implement an agreement on wages concluded earlier this year. The union argues that workers at the Academy have already seen their pay fall in relation to the rest of the economy and the cuts will make this situation work. The government is considering alternatives that might lead to as many as 7718 job cuts. The union says that further protests will follow if there is no response from the government.
Feb. 28, 2012 On February 15 over 100 representatives of trade unions, employers' organizations, national executive bodies, scientific institutions and public organizations took part in a round table devoted to the question of health and safety. The participants agreed to call on the public authorities to improve labour inspection services, to work with social partners to agree new norms on health and safety and to ensure proper implementation of relevant ILO Conventions (particularly 81 on labour inspection) and articles 3 and 22 of the Council of Europe’s European Social Charter on health and safety and working conditions.
