A survey of 5,000 trade unionists by the LO trade union confederation shows majority support for solidarity wage increases. This means that higher paid workers back the idea that wage negotiations should focus on improving pay for the lower paid and closing the gender pay gap. The survey found that 86% of trade unionists thought that women's wages were too low in comparison to men's earnings.

A report from the Eurofound industrial relations observatory shows that following the economic and financial crisis wage inequality increased, mainly as a result of rising inequalities within countries. This reversed the trend seen in the years up to 2008. Only eastern European Member States experienced a decline in wage inequality over the whole period, while other Member States saw increasing overall inequality levels against a background of growing unemployment. The annual analysis of pay trends by the EIRO industrial relations observatory found that the average collectively agreed nominal wage increase across the EU fell from 7% in 2007 to 6.6% in 2008. Taking into account inflation, the rate of real pay increase across the EU fell sharply, from 3.6% in 2007 to 1.3% in 2008. The survey also focuses on local government and found the range of nominal pay rises in 2007 was between 18.2% in Romania and zero in Belgium, Cyprus, Italy and Poland. Nearly three in four state sector workers report an increase in workloads while there have been work reorganisations in nine out of 10 workplaces. These are among the main findings of Pardia’s latest membership survey, based on responses from over 2,500 employees.
