The next meeting of the social dialogue working group will take place on 19 February 2013, Brussels, 9h00-17h00 including a TUNED preparatory meeting from 9h00 to 10h30 with the interpreters. The official invitation and agenda will follow shortly.
The Steering Committee of the SDC CGA of 13 January agreed on the following agenda items:
- Report of data collection on the gender pay gap – please bring along relevant information especially those of you whose employer is not represented in the SDC CGA.
TUNED will press for commissioning an expert to help with analysing the data and making recommendations on how best to close the gender pay gap, a draft terms of reference will be sent shortly to this effect for discussion;
- Alternatives to austerity measures: an initial discussion in 2 smaller working groups will be held on how to make savings and maintain a quality administration WITHOUT making cuts in jobs and wages. The outcome may be a compilation of good practices later in the year. EUPAE will focus more on reforms in HRM, whilst we will press for savings in relation to outsourcing, public procurement, proliferation of consultants/agencies…. Any examples from your end will be welcome.
- SDC CGA response to the EC consultation on youth traineeships – document to follow and next steps for discussion. The deadline for responses is 31 January. The SDC CGA response will be drafted by the steering group welcoming in a short note the proposal for
an EU quality framework via legislation or negotiations possibly too at sectoral level
- Dissemination and implementation of the European Framework Agreement for a quality public service in central government administration (12.12.12). On this, we will discuss ways of promoting the Agreement at national and EU levels including joint trade union/employers initiatives. We will seek the approval of the SDC CGA to submit a social dialogue project to the Commission on the implementation of the agreement focusing on
services dealing with vulnerable people such as migrants. We thought that it would be a good starting point to focus on services where the image of public services should often be improved as well as working condition for employees in contact with this population. - Next meetings: 23 April ( plenary); 8 October; 10 December (plenary). Also to note the DG/TUNED meeting will be on 14 June, Dublin.
As this is a Social Dialogue Working Group meeting, Commission travel and accommodation reimbursements are available for 15 (EU or candidate) national representatives.

Le Comité de Pilotage du SDC CGA s’est réuni le 13 janvier et a décidé les points d’ordre du
jour suivants:
- Rapport collecte de données sur l’écart salarial entre les femmes et les hommes –
Merci d’apporter des informations, surtout celles et ceux parmi vous dont l’employeur n’est
pas représenté au SDC CGA. TUNED insistera pour faire appel à un expert pour analyser
les données et faire des recommandations, pour ce faire, un projet de cahier des charges
vous sera envoyé bientôt pour discussion;
- Alternatives aux mesures d’austérité: une discussion initiale en groupes de travail (2) sur
comment faire des économies et maintenir une administration de qualité SANS faire des
coupes dans les emplois et les salaires . Le résultat pourrait être une compilation de bonnes
pratiques plus tard dans l’année. EUPAE se penchera plutôt sur les réformes de GRH, et
TUNED sur la question de la sous-traitance, les marchés publics, la prolifération des
consultants / agences…. Des exemples seraient les bienvenus.
- Réponse du SDC CGA à la consultation de la Commission sur les stages des jeunes – document à venir + discussion des étapes suivantes. Le délai de réponse est le 31 janvier.
La réponse du SDC CGA, rédigée par le Comité de Pilotage, sera favorable à la proposition d’un cadre de qualité européen par le biais de législation ou négociations, y compris au niveau sectoriel

- Diffusion et mise en œuvre de l’accord-cadre pour un service de qualité dans les
administrations des gouvernements centraux (12.12.12). Nous discuterons comment
promouvoir l’accord aux niveaux national et européen y compris des initiatives conjointes
employeurs/syndicats. Nous demanderons l’accord du SDC CGA pour la soumission d’un
projet dialogue social à la Commission sur la mise en œuvre de cet accord, mettant l’accent
sur les services qui travaillent avec les personnes vulnérables tels que les immigrés. Nous
avons pensé qu’un bon point de départ serait de se concentrer sur les services où l’image
gagnerait souvent à être améliorée ainsi que sur les conditions de travail des employés en
contact direct avec les usagers plus vulnérables. Pour rappel, le texte de l’accord est

- Prochaines réunions: 23 avril (plénière); 8 octobre; 10 décembre (plénière). Aussi, la

défraiements voyage et logement de la Commission sont disponibles pour 15 représentants
